New ring of Moscow (Directum)

The DIRECTUM company completed implementation of the ECM system of the same name in "A new ring of Moscow" – management company of the capital town-planning program. JSC Novoye koltso Moskvy was created in 1999 for implementation of the city program of the same name. This program is the large-scale and long-term initiative of the Government of Moscow solving a problem of further social and economic and town-planning development of the capital. The program provides implementation of different architectural and investment concepts, including construction of the high-rise complexes forming a new symbolical ring in a median and peripheral belt of Moscow.

During functioning of the Program in the company the set of paper documents, work with which began to take away more and more time, human and material resources, collected: in particular, the speed of approval and execution of documents decreased, there were difficulties with storage of large volume of project and financial documentation and with interaction of employees. To change current situation and to prevent complication of process of management of projects, in the company it was decided to implement an electronic document management system.

As a result of studying and market research of the existing workflow systems by leading specialists of New Ring of Moscow company the DIRECTUM system was selected. Delivery and system implementation were performed by specialists of DIRECTUM.

Implementation of DIRECTUM started in the summer of 2009. Creation of full electronic document management in "A new ring of Moscow" became a project objective. During the project specialists of DIRECTUM paid the main attention to key business processes of the company: registration to the entering and outgoing documentation, creation, approval and control of the movement of organizational and administrative documents, the organization of meetings on projects. For automation of these processes Basic system modules of DIRECTUM and also modules Office and Management of Meetings were used.

Within the project specialists of DIRECTUM completely transferred information base "Unified Register of High-rise City Facilities of Moscow" to an electronic form. The reference book "Projects" which exchanges data with Primavera project management system was for this purpose created. Now employees of "A new ring of Moscow" have easy access to any project, and convenient search allows them to address data of the register quickly.

Also accounts, technical documentation on projects, orders and orders of department of urban policy, the resolution and order of the Government of Moscow, memos passed into an electronic form the entering and outgoing correspondence, regulations (instructions, provisions). All these documents are created, affirm, registered and are transferred to execution in electronic form. Mainly work and with powers of attorney, orders and agreements is in electronic form conducted. The exception is made by only some types of these documents which existence in paper form is required by the legislation or the partner.

The organization of meetings on projects is completely performed using the module "Management of Meetings" now. Participants of meetings in the automatic mode receive all project documentation, protocols and solutions on the project, and project managers can control execution of solutions using DIRECTUM.

Today the DIRECTUM system is transferred to commercial operation, in it about 50 employees and company executives work.

As a result of implementation all important processes of "A new ring of Moscow" were considerably upgraded, document flow costs were reduced, and the personnel had an opportunity to focus on full project management. Further specialists of the company are going to develop functionality of a system independently using the building tool IS-Builder.
