The Novosibirsk regional hospital of veterans of wars implements a management system and automation of intrahospital activity

The state Novosibirsk regional hospital of veterans of wars manages flows of patients by means of an information system 1C-Rarus. The project is implemented with the assistance of 1C-Rarus company.

Background

The hospital needed to arrange accounting of medical services, to provide online access of personnel to information on patients, about results of researches, analyses. It was decided to create the single automated medical information system which would provide following features:

• Accounting of medical services in standards of Ministry of Health and Social Development of the Russian Federation;
• Communication of medical divisions of diagnostics with clinic and hospital;
• Formation of accounts and registers on payment on compulsory health insurance;
• Accounting of paid services and work within contractual conditions and supplementary health insurance;
• Accounting of medicines;
• Maintaining electronic medical record of the patient.

As a basis of an information system the program "1C-Rarus was taken : Management of the medical organization", earlier known as 1C-Rarus: Out-patient clinic. The branch of 1C-Rarus company in Novosibirsk is attracted to the project.

Implementation

The 1C-Rarus company executed complex automation of GBUZ NSO "the State Novosibirsk Regional Hospital of Veterans of Wars" based on industry solution "1C-Rarus: Management of the medical organization". The automated jobs of doctors allow to manage flows of patients, and electronic medical records – completely to study the clinical record even before acceptance of the patient. Accounting of stay of patients in a hospital and purpose of medicines it is automated. Process of performing laboratory diagnostics is accelerated, online access to results of researches is provided.

Results

Today within the project 38 jobs are automated. Work of out-patient clinic, registry, doctors, consulting and diagnostic clinic, a day and round-the-clock hospital, stomatology, intrahospital drugstore, kliniko-diagnostic laboratory and also process of carrying out additional medical examination, financial and economic document flow with TFCMI and other legal persons is optimized. Among significant project deliverables it is possible to select the following:

• Work of registry was arranged: there were possibilities of automatic reconciliation of the insurance policy on compulsory health insurance at the time of the statement of the coupon on acceptance, automatic input of the new policy on the basis of the data obtained from insurance companies.
• Doctors got data access about the patients written on acceptance. A system allowed to keep account of the services rendered in the course of acceptance and the written-off materials. Doctors are given an opportunity to keep in the program diary entries on each carried-out acceptance, statements of the sick leave note, the statement of recipes according to the APM (additional provision of medicines) program.
• In the general information base of hospital all account of activity of narrow specialists, departments of functional diagnostics, ultrasonography, radiological diagnostics is kept. The information system allowed to manage flows of patients of consulting and diagnostic clinic which quantity can be up to 7500 people a month.
• In a system receipt and leaving of patients in a day and round-the-clock hospital – about 150 people monthly is automatically fixed. Account of their stay in a hospital with visual display of accommodation of patients on chambers and beds is kept.
• Results of laboratory diagnostics form in the general information base that accelerates process of researches, provides online access to results, reduces quantity of errors at data processing, reduces costs of working time of personnel by preparation of documentation.

Opinion

The chief of hospital, the candidate of medical sciences, the cardiologist Sharapov Igor Vasilyevich noted: "The purpose of the carried-out specified work with perspective of its development is the organization of accounting of all made costs by everyone to the made medical service, or the provided medical care personified on the patient and contractors. Such accounting system will allow the medical organization to approach, in my opinion, process of economic planning and development of medical business, despite of a variety of financing sources and to give to a medical system the maximum flexibility of management and resistance to market changes of these services".
