4122 IP cameras under control of Macroscop were a part of the security video system of FPS of Russia

On July 18, 2018 the Macroscop company announced that the Federal Penitentiary Service (FPS) of Russia uses in the activity the systems of security video surveillance under control of the software package Macroscop which by July, 2018 include 4122 IP cameras: 3041 cameras in the Vladimir region and 1081 cameras in the Republic of Mordovia.

The video system integrates more than ten objects of OFPS of the Russian Federation in the Vladimir region and the Republics of Mordovia. On each object about 400 cameras from which data are processed by 5 servers are mounted and are displayed on several posts for operators. In each organization also main post of video surveillance including 8 4K-monitors for display of video from all cameras of an object and jobs of operators (as jobs monoblocks are used) is organized.

In the Vladimir region in addition to local work with a system centralized operation and observation is exercised. The uniform situational center to which all data from 3041 video cameras on allocate circuit come is for this purpose created. In the center large-format monitors to which video from each object is output (1 monitor – 1 object), and client working computers are also installed.

The video surveillance system is constructed based on the software package Macroscop. The majority of objects uses the version of LS, but on one expansion to ST as it was required to connect bigger quantity of jobs was carried out, than the license LS allows. On one of objects within the program for ensuring anti-terrorist security the module of detection of the left objects informing the operator that in a frame a motionless object appeared is in addition connected. The choice of the program was performed from several options from different producers. Its convenience of management and simplicity became one of key and decisive advantages of Macroscop. Especially in comparison with other programs which it is difficult to understand to a descent even to IT specialists. In a case with GUFSIN with a system not engineers and not programmers, but people work with basic knowledge of the PC, but for them rather input half-hour acquaintance easily to be guided in the environment of the video system. The user-friendly interface allows to bring to image videowall monitors from any cameras of organization in a necessary configuration, at the same time the operator can independently change quantity and the name of the displaid video cameras. It is necessary for optimization of work and ensuring high-quality control of objects at different times day.

Works on equipment of objects of Federal Penitentiary Service began in 2016. Because over convicts careful round-the-clock supervision is required, and increase in number of staff for the solution of this task not always is possible and reasonable, use of such technical means of control as video surveillance systems becomes especially relevant. Besides, the Law "About the Organizations and Bodies Performing Criminal Sanctions in the form of Imprisonment" grants to correctional facilities the right to perform video filming of convicts.

Installation sites of cameras and solvable tasks

Surveillance cameras are mounted on perimeters, in penal insulators, in places of keeping of convicts and also across all territory of organizations.

Staff of GUFSIN works with materials of video systems directly: they monitor prisoners, control observance of the mode, fix violations of an order. In case of violations the corresponding fragment of archive is unloaded, the situation is considered and the official report to which this video or the corresponding screenshots is put is formed.

In a system the dome managed cameras allowing to exercise control of regime actions and maintenance of motor transport and also to browse the territory, adjacent to organization, are also used.

Results of use of a video surveillance system

The video surveillance system is used about 1.5 years, and during this time it allowed to reveal many violations from prisoners. On condition of timely taking measures of influence to violators, it allowed to increase efficiency of supervision considerably. The video surveillance system allows to understand in details this or that offense from convicts and legitimacy of actions of employees. When imposing collecting for violation of the detention regime revealed using a video surveillance system there is no question of the proof of fault as it is possible to use printout of a freeze frame and to acquaint him with materials about violation. With installation of video surveillance systems in correctional facilities the steady tendency to reduction of number of offenses is traced: convicts get used to video surveillance behind their behavior and try not to allow violations.

In addition to objects of OFPS of the Russian Federation in the Vladimir region, the Macroscop video system a total quantity of IP cameras 1081 equips several correctional facilities in the Republic of Mordovia.
