2016: Replacing the solution with PM Forsyth

In 2016, the project management information system was replaced by the import-independent Forsyth PM solution included in the register of domestic software.

2009-2013: Creation of e-Government project monitoring system

The apparatus of the Government of the Russian Federation is a state body established to ensure the activities of the Government of the Russian Federation and the Chairman of the Government, as well as to organize monitoring the implementation by the executive authorities of the decisions taken by them.

E-government is being created within the framework of the Federal Target Program "Electronic Russia (2002-2010 years)" and the Long-term Target State Program "Information Society (2011 - 2018 years)."

The objectives of the programmes are:

  • improving the quality of relations between the state and society by increasing the possibility of citizens to access information on the activities of state authorities, increasing the speed of providing state and municipal services, and introducing uniform standards of service for the population;
  • improving the effectiveness of interagency cooperation and internal organization of the activities of state authorities on the basis of organizing interagency information exchange and ensuring the effective use of information and telecommunication technologies by the authorities, improving the management of the introduction of information and telecommunication technologies into the activities of state authorities;
  • improving the efficiency of public administration, ensuring the speed and completeness of control over the activities of state authorities.

As part of the programs, projects are implemented to:

  • transition to the provision of public services and the performance of state functions in electronic form by federal executive bodies, the development of infrastructure for access to state and municipal services and information on the activities of state authorities and local authorities;
  • the creation of the state automated system "Management," which provides monitoring the performance of federal state authorities, state authorities of the constituent entities of the Russian Federation and local authorities to achieve key indicators in the field of socio-economic development of the Russian Federation, industrial development, implementation of priority national projects and state programs;
  • Development of e-government infrastructure.

The Ministry of Communications and Mass Communications of the Russian Federation has been appointed the customer-coordinator of the programs by a decree of the Government of the Russian Federation, the main federal executive bodies, state authorities of the constituent entities of the Russian Federation and local self-government participate in the implementation of the programs. By order of the Government of the Russian Federation dated 26.08.2009 No. 1231-r, the open joint-stock company for long-distance and international electric communications Rostelecom was determined as the sole executor of the activities under the list of the Federal Target Program "Electronic Russia (2002-2010)" in terms of designing and creating e-government infrastructure.

The management and coordination of all participants in e-government projects is based on a programme-oriented approach. The application of project management principles is designed to ensure the achievement of goals, the systematic implementation of state policy in the field of the use of information and telecommunications technologies in public administration, the effectiveness of the formation of e-government, as well as the long-term sustainability of the results.

Solution and Key Results

1. E-Government Project Planning System The Project Practice Group of Companies has developed a project implementation planning system, which provides for:

  • Project activity planning as part of the following plans:
  •  : Policy plans defining the main results of projects and controlled by the RF Government Office;

Coordination plans ensuring interaction of project participants and being a management tool of the Client Coordinator; Working plans of the executive authorities, which envisage detailed planning of the main activities for the implementation of projects within the framework of the activities of their individual participants.

  • planning of targets and benchmarks.

For the methodological support of planning, plan templates were prepared, recommendations were developed for FOIVs and constituent entities of the Russian Federation on the formation and maintenance of plans and the Regulations for interdepartmental information cooperation on planning and monitoring the formation of e-government. In order to ensure the integration of these plans and coordinate their implementation, an information solution based on MS Project was deployed.

2. Monitoring the implementation of e-government projects Initial information on project progress and analytical reporting is collected through the E-Government Project Monitoring Information System. The functionality of this system includes information support:

  • monitoring the implementation of project action plans;
  • monitoring the achievement of targets and benchmarks;
  • Monitoring the financial support of projects at the federal level;
  • monitoring the execution of instructions on the subject of Electronic Government in the interests of the Office of the Government of Russia and the Customer - Coordinator,
  • monitoring of public opinion and the media on the subject of e-government (visualization of FSO materials); - information presentation and support for the activities of collegial advisory bodies in the direction of e-government, ensuring the preparation and holding of meetings, including processing of protocol decisions and materials of meetings,
  • maintenance of the basis of normative and methodological information on the implementation of projects.


In order to prepare management decisions to adjust the progress of projects for specific users of this system, differentiated integrated analytical reporting has been developed.

3. Training of personnel

To ensure effective use of project management methods and created information support tools, training of personnel is organized in 2 groups:

  • teams Project curators
  • employees of the Office of the Government of the Russian Federation,

Project managers from the Ministry of Communications and Communications - Customer-Coordinator in the direction of "e-Government,"
  • Managers from FOIV responsible for automation in the department.
  • Project Planners - employees from the Ministry of Communications - Customer-Coordinator and employees from FOIV, who perform the functions of planning and monitoring of e-government formation projects.

Training programs include a modern project management methodology in accordance with International Standards, organizing the implementation of basic procedures and the use of customized information support tools (Microsoft Office Project 2007 and IS monitoring projects in the direction of e-government).

4. Outsourcing of project office functions

To quickly launch the main project management procedures and implement information support tools as soon as possible, the Project Offices of the Ministry of Communications of the Russian Federation included teams of specialists of the Project PRACTICE group of companies. The main tasks of these specialists are to set up the following project management processes:

  • Planning of the project
  • Monitor Plan Execution
  • Monitoring the achievement of targets and benchmarks
  • Control of instructions
  • Formation of the reporting
  • Risk/Problem Management
  • Change Management.

The work of outsourcing groups allows you to get quick results to improve the technological effectiveness and efficiency of project management. A prerequisite for their activities is the gradual transfer of competencies to the employees of the Client Coordinator during joint work as part of the Project Office. For representatives of FOIVs and executive authorities of the constituent entities of the Russian Federation and local self-government, consulting support is organized on the basis of the created "Hot Line."
