2024: Construction of Oncology Dispensary
In September 2024, it became known about the construction of a new oncological dispensary in the Kama Valley in the Perm Territory. The total cost of the project will be ₽21 billion, which was confirmed by the results of the examination conducted by Glavgosexpertiza. The oncology dispensary, which will become a key medical facility in the region, is being built on the basis of a concession agreement concluded between the Ministry of Economic Development and Investment of the Perm Territory and the Moscow company Clinic for Innovative Research, which is part of the MedInvestGroup holding. It is planned that the construction will be completed in 42 months, with the subsequent transfer of the facility to the region.
The initial project estimate was about ₽10,7 billion, but in recent years the cost has increased significantly. This is due to the increase in prices for building materials and the refinement of technical parameters. In 2022, the estimated cost increased to ₽17,7 billion, and by 2024 reached a total of ₽21 billion. For September 2024, construction is carried out in compliance with all deadlines, and the completion of the first stage of work is scheduled for the end of 2024. Concreting of the floors of the first floor of the central block and the basement floor of the hospital towers has already been completed, and work is underway to lay water supply and sewerage systems.
The complex will consist of a seven-story building with a total area of 69 thousand square meters. m. It will be located on a plot of 120 thousand square meters. m on Marshal Zhukov Street. The building will house registration, hospital wards, a boarding house for patients, diagnostic and treatment departments. MedInvestGroup emphasized that the rise in the cost of the project was taken into account at the design stage, and this did not affect the pace of construction work. By the end of 2024, the concessionaire plans to complete the installation of the building frame and the boiler station, as well as complete the work on laying external networks.
2022: Termination of the contract for the construction of the cancer center
The prosecutor's office demanded the termination of the contract for the construction of an oncology center in Perm, explaining that the contractor invests too little in the project. This became known in September 2022.
We are talking about a concession agreement between the Ministry of Economic Development and Investment of the Perm Territory and the Moscow-based Clinic of Innovative Research LLC on the construction of a 570-bed oncocenter in Perm with a preliminary cost of 17.7 billion rubles.
According to sources familiar with the situation, the prosecutor's office believes that the Clinic for Innovative Research LLC has assumed underestimated obligations in terms of investment. In particular, the concessionaire intends to make only the project of the center at his own expense, and the construction costs should be reimbursed by the budget. At the same time, after commissioning, the object becomes regional property.
The defendant believes that the agreement is legal, since nowhere in the legislation is it specified what the proportions of business and budget investments in concessions for health care institutions should be. The main thing is for the concessionaire to invest at least something - at least 1%, - the source told the publication. |
The lawsuit of the prosecutor's office in this case was registered by the Arbitration Court of the Perm Territory on September 16, 2022. In this complaint, the supervisory authority asks the court to invalidate the concession agreement.
Under the terms of this agreement, the contractor will have to erect an object on a land plot of 120 thousand square meters. m, which is leased to the concessionaire, within three years and ten months. The investor must also operate the facility, provide medical care in the compulsory medical insurance system. The authorities plan to compensate for the costs of MIG from the regional budget, as well as the funds of the compulsory medical insurance fund in terms of medical care provided.
The area of the future cancer center is 69 thousand square meters. m, on seven floors there will be surgical and radiological hospitals, a chemotherapeutic hematological center, operational and consultative and diagnostic units.[2]
