The development of SW EDO also affected the field of personnel management. In 2020, the Greenatom project team launched the Employee's Personal Account IT service, which contributes to the development of the digital environment, freeing up employee time for functional tasks and reducing the duration of personnel processes. The IT solution fully complies with the requirements of the Ministry of Labor for the transition to paperless electronic document flow. The perimeter of the project covers 74 enterprises of the nuclear industry and 80,000 employees.
"Thanks to the Personal Office, the implementation of personnel processes has accelerated by more than 30% - this is a high indicator, primarily for the employees themselves. 2020: Plan to digitize primary accounting documents
Rosatom translates primary accounting documents into digital form. This was announced by Greenatom on March 15, 2021.
Seven organizations of the nuclear industry switched to electronic document flow internal primary accounting documents for the "Accounting for Fixed Assets" process, abandoning paper media. Greenatom, IT Rosatom's integrator, provides technical support for the project and plans to replicate processes for 4,000 user jobs by the end of 2021, as well as implement legally relevant electronic document management in more than 100 industry organizations using the import-independent platform. 1C
The digital document flow of primary accounting documents is now available at ROSATOM, Atomenergoprom JSC, Concern Rosenergoatom JSC, MSZ PJSC, UEHK JSC, PMZ JSC and Tehsnabexport JSC. The innovation helps simplify and speed up the approval and signing procedures, track the status of tasks in real time, and abolish the archiving of documents in paper form. During the technological transition, key production processes were affected, from putting fixed assets on the balance sheet to taking into account their lack and preservation.
Fixed assets are what accounting calls the material assets of an enterprise. In these seven enterprises alone, about 15,000 documents are passed per year. 2020: Transfer of SED to Imported Software
In October 2020, Rosatom announced the launch of a project to transfer the state corporation's electronic document management system to imported non-volatile software. A modern domestic solution should be created that will replace the foreign content management platform OpenText Documentum and Oracle DBMS. It is planned to complete the development, implementation and migration by the end of 2023.
Rosatom's unified industry electronic document management system (EOSDO) has been created since 2010. It is designed to support the distributed document flow of the state corporation and its organizations, automate the processes and procedures of administrative management, processing and execution of documents, ensure their protection and preservation. According to Rosatom, as of October, EOSDO contains 35 million documents, it employs more than 70 thousand users from 160 organizations and enterprises of the state corporation.
The decision to abandon foreign software during the operation of the system was made as part of the import substitution program, say Rosatom. The project is implemented by Greenatom, Rosatom's IT integrator, with the participation of Philosophy.IT, a member of the Digital Economy League.
Regarding the domestic solutions to which the system will be transferred, TAdviser was told in Philosophy.IT that at the time of the announcement of the project there is an active design stage, which will last until the end of the year, therefore, the list of technologies has not yet been finalized.
An expert opinion is currently being agreed with the customer, which proposes implementation approaches and their analysis. The next stage is the development of a conceptual project for the creation of imported non-volatile software, which will already have the concept of creating taking into account the chosen approach as part of an expert opinion, explained TAdviser in the company. |
Philosophy.IT added that all solutions for creating the system will be selected, primarily based on the requirements for the register of Russian software.
It is planned to transfer the EHSD functionality to a new platform, certify the solution in FSTEC Russia and enter it in the register of domestic software, transfer the server infrastructure to import-independent, DBMS as well as data migration.
For users, migration will go completely unnoticed, since the system will retain the existing interface. These interfaces were developed earlier, became familiar, so it was decided to keep them.
