Rosatom is getting off SAP and the old 1C ERP. Hundreds of enterprises are switching to the new system

One of the largest customers who, as of 2025, are switching from ERP SAP to 1C is Rosatom. Zayana Achinova, head of the IT block, director for strategic development of the 1C direction of Greenatom, a subsidiary of Rosatom, spoke about the current 1C landscape in the state corporation as a whole and in the financial block, in particular, in November 2025.
In Rosatom in the financial block based on "1C:ERP. Holding management "a single template has been created, which has already been adopted by the state corporation. All organizations are gradually transferred to it in accordance with the circulation schedule. At the time of the story, Rosatom uses about 100 proprietary solutions to meet the needs of enterprises in various areas of activity. At the same time, large corporate stories in terms of ERP, procurement, logistics, warehouse accounting and much more - a total of 28 systems - are closed with solutions based on 1C.
Based on the solution "1C:ERP. Holding Management, "in particular, now operates one of the largest ERP" 1C "installations in Russia -" 1C:ERP 2.0 Digital Rosatom. " More than 100 organizations have already entered this system, a representative of Greenatom cited the data in her speech. From January 2026, more than 150 Rosatom enterprises will operate in it, including large production organizations with long production cycles. And the total replication circuit is 400 organizations.
Historically, Rosatom so happened that about half of the enterprises worked in SAP and are still being finalized in it now, until a complete transition to the new system was made, and half of the enterprises worked in 1C: Manufacturing Enterprise Management, which is now being withdrawn from support, Zayana Achinova clarified. And it was decided to use the need for import substitution as well as an opportunity to optimize business processes. Therefore, organizations not only with SAP ERP, but also with the already outdated ERP 1C are transferred to 1C:ERP 2.0 Digital Rosatom.
The representative of Rosatom emphasized that the state corporation actively embarked on the path of import substitution back in 2019. But if we talk directly about ERP, then the first pilot wave began in 2022, and then it covered about 22 enterprises with different areas of activity. Rosatom submitted this pilot project to an industry competition, calling its system "the first ERP system in the Russian Federation launched on a fully import-substituted stack." It uses the PostgreSQL DBMS and the domestic OS. As then reported, the pilot zone within the framework of the project was eventually put into commercial operation.
At the same time, judging by the slides shown in Zayana Achinova's presentation, now the transition from "1S:UPP" to the new ERP "1C" is taking place more dynamically than with SAP ERP. In the case of the latter, 4 more enterprises carried out the migration as of January 2025, and as of January 2026, 2 more Rosatom enterprises will refuse SAP ERP.
The 1C infrastructure in the state corporation as of November 2025 is quite extensive: it includes over 600 servers, more than 4 thousand test bases and 400 productive bases. The total number of users of 1C systems in Rosatom as of November 2025 has already reached 90 thousand.
To ensure the functioning of corporate systems on the basis of "1C," since the internal circuit of "Rosatom" is large, an internal competence center "1C" has been created, in which more than 850 employees work.
With the introduction of the new ERP system, Rosatom expands the use of artificial intelligence technologies. AI agents have already been introduced for voice recognition, for document recognition, for answering user questions, including those related to import substitution. Rosatom sees the formation of an optimal payment calendar, the determination of risks under contracts, as well as the creation of an agent that allows senior managers to understand the essence of the contract in an abbreviated form as promising AI agents in relation to the financial direction. However, in the latter case, we can talk not only about contracts, but also about any other documents.
It is worth noting that in total Rosatom has been cooperating with 1C for 25 years. The interaction began even before the state corporation was formed. At the very beginning, it was about automation of accounting processes of individual enterprises of the nuclear industry, and at that time it was "patchwork" automation.
