Rosselkhozbank found the contractor for replacement of the core banking system for 927 million rubles

At the end of December, 2017 Rosselkhozbank (RSHB) announced competition on providing right to use of the automated banking system, execution of works on its setup and installation and also on rendering services in its maintenance. The bank was going to spend for this project 945.5 million rubles, but on January 22, 2018 it became clear that there are no persons interested to participate in tender. The commission of bank declared purchase not valid and recommended to Department of purchasing activity to announce repeatedly competition, as was made on January 24.[1] at the same time, changes in a technical part of the project did not follow, and terms of the project were reduced by 31 days.
On March 5, 2018 the new meeting of a tender committee of bank took place. It became clear that on repeatedly announced competition only one request from Center of Financial Technologies (CFT) company which suggested to execute the contract without decrease in the starting price of the agreement arrived. As a result tender was recognized cancelled.
On March 7 with the only participant negotiations on reduction in cost of the agreement were held. Following the results it was entrusted to Department of purchasing activity of Rosselkhozbank to provide signing of the contract with CFT for 926.6 million rubles.
The new automated banking system should be uniform and centralized. It should provide support of a layered design of bank, end-to-end customer service in all regional branches, cutting of costs for customer service execution of operations (the front, bek), acceleration of an output of new products to the market at the expense of the centralized setup of products and services and also a possibility of integration of regional branches. The software which is a part of the automated banking system should be included in the unified register of the Russian programs.
Setup and installation of a system in the existing IT infrastructure RSHB should be performed in four main stages. On the first all hardware-software complex of the new core banking system should be implemented, initial setup of general-system parameters is carried out, reference books are updated. Further replacement flowing CORE BANKING SYSTEM "Biscuit" in the first regional bank branch should be made.
At the second stage consecutive replacement of the old core banking system in one branch should be performed. At the third stage the head division of bank should be transferred to a new system. On the fourth – all remained branches and divisions. In the course of replication features on which decisions on completion of a system can be made can be revealed. In completing parts of the fourth stage completion of the current core banking system "Biscuit" will be stopped.
On project implementation 624 working days are taken away. A system should cover over 21 thousand users.
For implementation of the complex IT infrastructures, providing functioning core banking system, the bank tests platforms based on engineering Oracle Exadata Database Machine solutions X6-2 (the optimized solution for work DBMS Oracle c) and Oracle Exalogic Elastic Cloud X5-2 (the optimized solution for work with Oracle WebLogic Application servers and Java) and also Huawei the solutions Fusion Cube for Database.
As DWH in these solutions the integrated distributed disk space of complexes implemented using high-performance store cells (Exadata Storage Servers or FusionCube Storage Nodes) and a specialized software of Exadata Storage Software for Oracle Exadata Database Machine or FusionStorage Advanced Edition for Huawei FusionCube is used.
In case of positive results of the load tests which are carried out on other platforms inclusion of these platforms in the project is possible.
The system landscape should be under construction on the basis of the software products meeting the requirements of the new core banking system:
- 64-bit operating system of the Linux family;
- СУБД: Oracle Database Enterprise Edition;
- Options Oracle DBMS: Real Application Clusters, Partitioning,
- Optionally: Diagnostic Pack, Tuning Pack, Active Data Guard;
- Red Hat IBM Oracle WebLogic Enterprise 64bit, либо JBoss Enterprise Application Platform, либо WebSphere Network Deployment Application Server;
- Java Development Kit (JDK);
- Oracle Fusion Middleware Forms and Reports (64 bit)
In addition, in the bank documentation it is specified what for the organization of a client workplace is required following software:
- Operating system of the personal computer of the user and applied administrators;
- The packet Microsoft Office including Microsoft Excel and Microsoft Word for work with reports;
- CIPF of CryptoPro CSP of version 3.9 and eToken PKI Client 5.1 of SP1
- The Microsoft. net Framework, Microsoft visual c distribution kits ++ 2010 (x86), Oracle Client, a component of security of SKSB (it is provided by developers of the new core banking system).
