Rosselkhoznadzor uses a management system on the Parus 8 platform

Rosselkhoznadzor announced in the summer of 2016 optimization of the information management system which is carried out within development of a Single financial and economic system. The Rosskhelkhoznadzor management system based on the Parus 8 platform automates management of financing of subordinated network and state property.

In a single system specialists of central office of Federal Service for Veterinary Phytosanitary Surveillance, its Territorial Departments and federal subordinated institutions – only more than 90 organizations in different regions of Russia will work. The automation system will allow to lower labor costs on planning of financial provision of activity of subordinated network, including formation of justifications of budgetary appropriations (OBAS) and their unloading in the Electronic Budget system of the Ministry of Finance of the Russian Federation, to provide monitoring of execution of the state tasks and efficiency analysis of financial and economic activity of subordinated organizations and also to increase efficiency of use of departmental property and to implement electronic interaction with the ASUFI system of Rosimushchestvo.

Within the project calculation of standard costs on accomplishment of the state works by organizations, calculation of volumes of the corresponding subsidies, formation of the state tasks will be automated. Accounting of actual costs by organizations and types of the performed works will give to specialists of Rosselkhoznadzor opportunities for efficiency analysis of work of organizations.

The project implemented by the general partner of Parus Corporation ASBK company will provide transparent accounting in the single database of all geographically distributed property objects of Rosselkhoznadzor: land plots, real estate, objects of capital construction, vehicles, especially valuable personal estate and also accounting of routine maintenance and overhaul repairs. At the same time approval of transactions with property of the subordinated organizations, such as write-off, transfer to lease, transfer to free use will be automated.

A system will be placed on servers of Rosselkhoznadzor with web access for Territorial Departments and subordinated organizations. Such centralized architecture will provide minimization of operating costs of Rosselkhoznadzor for maintenance of a system and the organization of electronic interdepartmental interaction.
