The Russian company won against Cisco, Alcatel and Juniper the mega-tender of Rostelecom

Winners

The tender for delivery to Rostelecom of the CG-NAT complexes and rendering services for their connection^[1] were won by the Ntype company suggesting to the operator to buy the equipment of the Russian startup of РДП.ру (EcoNAT brand).

The second place was taken by Technoserv system integrator with the equipment of Huawei.

The equipment of the class CG-NAT (Carrier-Grade NAT) allows to separate use of public IPv4 of the address between several subscribers, prolonging possibilities of use of a limited address space of IPv4.

As a result of biddings Rostelecom selected two winners with the minimum price - at Ntype it will buy 70% of the necessary equipment, Technoserv has 30%.

The cost of the contract about Ntype will be 338.76 million rubles, with Technoserv - 146.1 million rubles.

The initial amount of purchase was 1.84 billion rubles. Thus, as a result of rebiddings Rostelecom lowered it by 3.9 times.

The РДП.ру company (the name was originally decrypted as R&D Partners) was registered in December, 2010 by owners of alternative Internet service provider "Ekotelekom" Sergey Nikulin and Nikolay Guzakov. The firm was created for rendering services of Internet access to legal persons, but then completely reoriented on software development.

Since April, 2015 a cofounder of "РДП.ру" is one of founders of Nvision Group system integrator Anton Sushkevich (in more detail about Sushkevich's investment into РДП.ру read in the separate article).

Rostelecom will buy the product РДП.ру for 338.76 million rubles

For a victory in the tender of Rostelecom six system integrators offering to the operator products of different vendors battled.

The third place according to the results of biddings was taken by the company Inline Telecom Solutions (vendor- Juniper), further were located "ADV consulting" (Alcatel-Lucent), "Jet Infosystems" (A10 Networks) and "Telecom-Guard" (Cisco).

Biddings

The starting price which Rostelecom is ready to pay at the time of the declaration of the tender was 1.84 billion rubles, but according to the results of the first stage of biddings it was recorded in dollars on the amount of $23.78 million.

The first rebidding: Alcatel-Lucent is in the lead

According to the results of the first rebidding applicants were located in the following order (the prices in requests were specified in dollars):

1 place - ADV consulting (vendor - Alcatel-Lucent), $8.42 million (lowering of the starting price by 2.8 times)

2 place - Ntype (РДП.ру - EcoNAT), $8.49 million

3 place - Inline Telecom Solutions (Juniper), $9.99 million

4 place - "Technoserv" (Huawei), $10.3 million

5 place - Jet Infosystems (A10 Networks), $13.36 million

6 place - "Telecom-Guard" (Cisco), $22.91 million

The second rebidding: the Russian startup came out on top

The second rebidding which took place on October 15, 2015 changed positions of applicants:

1 place - Ntype (РДП.ру - EcoNAT), $6.95 million (lowering of the starting price by 3.4 times)

2 place - "Technoserv" (Huawei), $7.35 million

3 place - Inline Telecom Solutions (Juniper), $7.36 million

4 place - ADV consulting (vendor - Alcatel-Lucent), $7.49 million

5 place - Jet Infosystems (A10 Networks), $8.86 million

6 place - "Telecom-Guard" (Cisco), $22.91 million

Declaration of the tender and admission of participants

^[1] Rosteleko announced open request for proposals on delivery of the CG-NAT complexes and rendering services for their connection in June, 2015.

At construction and upgrade of networks specialists of Rostelecom consider in the long term need of transition to IPv6, the representative of operator told TAdviser.

The companies which passed preliminary technology test of the equipment by specialists of Rostelecom were allowed to participation in request for proposals.

Testing, according to TAdviser, came to the end at the beginning of June, 2015. The product EcoNAT developed by РДП.РУ became the only domestic solution, successful its past.

In addition to RDP, according to TAdviser, on tender Cisco, Juniper, Huawei, Alcatel and A10 Networks were allowed. The representative of Rostelecom confirmed reliability of this list.

Participated in testing, but there did not pass its solutions of the Russian companies - the Center of application studies of computer networks) and Brain4net. These TAdviser companies reported that have no claims to Rostelecom and continue testing of the solutions together with specialists of operator.

In comparison with foreign the representative of operator speaks about perspectives of the domestic supplier so:

Rostelecom imposes high requirements to the equipment used on a communications infrastructure taking into account large volumes and high data transfer rate, etc. The company is ready to implement on the networks the domestic equipment on a competitive basis. At the same time the Russian producers should comply conditions, shown by Rostelecom when purchasing. With other things being equal – the price, quality, reliability, service support – Rostelecom gives preference to domestic manufacturer.

Respondents of TAdviser market participants expected the serious competition between suppliers and decrease in the starting price of a request at least three times.
