2020: Transition to automated universal planning and management accounting system
In 2020, Russian Post JSC switched to budget planning for the first time on the basis of an automated universal planning and management accounting system developed jointly with the Lanit and Technoserv Consulting group of companies. This was reported to TAdviser by representatives of Lanit on February 3, 2021.
The system operates on the basis of IBM Cognos - this system is indicated in the documentation for the tender of the Russian Post, held in July 2019, in which the postal operator chose the executors of work on the development of the previously created information system for budget planning and management accounting. Licenses for the IBM Cognos system were purchased by the Russian Post in 2013, then support for system licenses was separately renewed.
According to Lanita, the main task of the project was the unification and automation of budgeting, financial analysis and management reporting processes, including seamless integration with all key systems of the company, logistics and a network of postal offices, which, of course, is especially important for the company.
The project as a whole covered:
- 91 branches throughout Russia;
- 2,500 users;
- 22 units with different functions and separate forms of planning of their activities;
- 290 individual user forms for the convenience of each.
In addition to the budget campaign, the project also carried out extensive work on aligning data from related systems for the subsequent automatic collection of evidence and the formation of a fact plan for analysis. In addition, a medium-term planning model for 2021-2025 has been formed, which allows you to model the activities of the entire Russian Post on a five-year horizon with various incoming parameters.
As of February 3, 2021, the project is ongoing, preparations for the budget campaign-2022 have already begun.

2019: Tender for the development of the penal correction system

In the technical project of the corresponding tender for development of penal correction system it is said that the system was introduced on the basis of applied program obespecheniyaIBM by Cognos, completion and replication are carried out on this platform which realizes functions of process automation of medium-term planning, budget planning and management accounting.
The competition for the choice of the performer of these works was launched by the Post on May 30, 2019. The initial price of the contract is set at 534.9 million rubles. Applications from applicants will be accepted until June 17, 2019. Summing up is scheduled for July 4. The contractor will have nine months to carry out the work.
CNews noted that, despite the course taken in Russia for import substitution, companies with state participation, which include Post (along with Sberbank, Rostelecom, etc.), are free to choose foreign solutions without any restrictions when purchasing software. Unlike government agencies (ministries, departments, etc.), state-owned companies do not need to focus on the Register of Domestic Software at the Ministry of Communications and justify any purchase of import programs by the inability to find a functional analogue among Russian products.

The refinement of the system is designed to ensure transparency and predictability of the business for the management of the enterprise and supervisory authorities, support management decisions and analysis of the results of financial and economic activities, unification of planning and monitoring, strengthening the responsibility of financial responsibility centers for achieving the established indicators, minimizing the resources involved in the planning process, improving planning accuracy, identifying reserves for reducing costs and increasing economic efficiency of the activity.
Users of the system in question include employees of the Post Office from the Enterprise Management Apparatus, macro-regional centers (branches) and post offices. The total number of users of the MIS BPUU is declared at the level of at least five thousand people.[1]
