Corus Consulting will deliver the Russian Railway of the license and certificates of technical support of Oracle for 11.9 million rubles

At the end of November, 2016 the Russian Railway selected the supplier of licenses and technical support services of Oracle.^[1] the Initial cost of the contract made 12.9 million rubles. For this amount the customer was going to obtain 6 licenses for Oracle Database Standard Editions 2 and 10 of the licenses Oracle Web Tier. Besides, the list of delivery had to include certificates on annual standard technical support of the listed software.

2 applications from the companies "Softline Trade" and "Corus Consulting" were submitted for tender. Victorious was a proposal of the last - Corus Consulting suggested to satisfy terms of the contract for 11.9 million rubles.

Croc will provide technical support of Oracle for 94 million rub

In June, 2016 the Russian Railway^[2] for rendering services of standard technical support of the software of Oracle selected the winner of an auction.The Croc company which offered the services for 79.6 million rubles (excluding VAT, 94 million rub including VAT) became it. In addition to Croc participated in the tender FORS group.

The maximum price of the biddings placed in May was 94.5 million rubles including VAT. Soon after the declaration of an auction the new notification on purchase in which the starting price of the contract appears excluding VAT and makes 80 million rubles was published. Reduction of price at an auction happened on the amount excluding VAT.

The technical support extends to 17,119 licenses which main part is made by the products Oracle database and Internet Application Server. The certificate should affect support of software till December 31, 2016.

In comparison with 2015 the cost of support of Oracle for the Russian Railway in 2016 considerably increased.

Within similar purchases the Russian Railway makes principal annual payments for benefit of Oracle, i.e. it is possible to say that this money and is the main expenses for support of products of Oracle which are incurred by the enterprise, the Chief information officer of the Russian Railway Evgeny Charkin confirmed to TAdviser.

He explained a support change in value for 2016 with increase in dollar exchange rate on average by 22% in comparison with 2015 and adding in volume of support of the new licenses purchased by the Russian Railway for 2015 (in 2015 the Russian Railway paid support of 16,793 licenses, follows from the technical project).

At the same time, the price in dollars of standard technical support became 10% lower, Charkin adds.

The solution not to purchase expanded support in 2016 the Chief information officer of the Russian Railway explained TAdviser with the fact that by experience of last years it is not necessary: "standard support is also so performed by the local Russian-language center of the first support line".

On a question of whether the decision on substitution of products of Oracle on Russian or free is accepted (whether it is discussed), Evgeny Charkin answered as follows:

The option of implementation of a full support of products of Oracle by the Russian company - as an option at the moment is densely studied. The question of complete replacement of software of Oracle by software of domestic manufacturer requires the analysis with developers of the applied systems and the block of operation - precisely to define whether it is possible to transfer the existing systems to another software and as far as another is capable to provide to software performance and reliability shown to work of information systems of the Russian Railway

2015: FORS will provide technical support of Oracle for 77.8 million rubles.

In 2015 the Russian Railway paid 64.4 million rubles for standard annual support. Besides, for 13.4 million rubles the enterprise bought expanded support of the Business Critical Assistance level^[3].

The total starting price of the contract in 2015 was 77.97 million rubles. FORS group and Croc took part in tender. The smallest price (77.84 million rubles) offered FORS, it also was recognized by the winner.
