In March, 2019 Eurasian Development Bank (EDB), JSC Rusprom company and Transcom signed the tripartite memorandum of cooperation, reported on the website of EDB. Its purpose is establishment of partnership and development of cooperation for joint project implementation in creation and development of the integrated state administration in Kyrgyzstan for the state and municipal bodies.
The project is implemented within the January decree of the president of Kyrgyzstan announcing 2019 year of development of regions and digitalizations of the country.
The Rusprom company was created in 2017 by the ex-manager of IBM Pavel Basin. It is focused on export of IT solutions from Russia. Transcom is a state institution at the State Committee of information technologies and communication of Kyrgyzstan.
It is planned that within the memorandum Rusprom will be engaged in preparation of the concept, feasibility statement, calculations, development of the business plan, an estimate part of the project. EDB will take part in ensuring long-term investment. Transcom in return will provide technical implementation of the project.
Preparation of the complex offer on project implementation taking into account indicatives of financing and all necessary normative and economic cases, says EDB can be considered as successful result of collaboration in the memorandum.
This project was studied during bilateral cooperation within implementation of the digital agenda of EEU, the report says. The digital agenda of Kyrgyzstan is reflected in key actions of the Digital Kyrgyzstan program.
Rusprom reported to TAdviser that are going to implement projects in Kyrgyzstan in cooperation with the Ministry of digital development of the Russian Federation, the Government of Moscow, Lanit Group, "Redsoft", Vega concern and others.
Rusprom since 2017 handled issues of cooperation with Kyrgyzstan. So, for example, in 2017 the company took part in a round table on development of digital economy within the Russian-Kyrgyz interregional conference.
