Company SOKB "Vector" has necessary production base, is equipped with modern computer aids, the metering and bench equipment, staffed with highly qualified specialists and includes divisions of developers, designers, technologists, pilot production, services material, metrological, information and other types of providing. The company executes orders for the benefit of federal executive authorities and also other state and commercial organizations. Main activities: works on integration of GLONASS into the systems of automated management, Research and Development accomplishment, production, implementation and maintenance of the telematic equipment, complexes and systems.

Creation of an automated system of monitoring of location of moving objects using GLONASS/GPS navigation satellite systems was one of priority tasks of development of the equipment of internal troops of the Ministry of Internal Affairs of the Russian Federation. In 2011 the decision on creation of federal network of the dispatching centers with a hierarchical structure of management was made.

The SOKB Vektor Ltd company which is a developer of specialized software for monitoring by means of satellite and other types of communication became the general contractor of the project based on open auction. Based on this software and own server solutions specialists of DEPO Computers by request of Vektor company designed a prototype of the dispatching center.

The main complexity of the project consisted in quantity of objects in which it was necessary to create the dispatching centers. In total specialists of DEPO Computers implemented 208 dispatching centers for all Russia. Implementation happened on the sensitive sites including which are in hard-to-reach spots and far from localities. Also project terms were of great importance: all process from creation of a prototype before completion of implementation had to take place within one year.

For exact compliance to requirements of the customer and uniformity of all dispatching centers each type of components and component parts was purchased within one order and delivered in one batch.

In February, 2012 company SOKB "Vector" addressed to DEPO Computers with a request for development of the dispatching centers based on the prototype designed earlier.

Creation of a prototype of the dispatching center became the first stage of the project. It allowed to test interaction of all components of a system. Functions and scenarios of use of a system were significantly finished. Based on successful tests made the decision on opening of a pilot zone based on production capacities of DEPO Computers. Reconstruction of future hierarchical model of a monitoring system became the main objective of a pilot zone.

The test samples created in a pilot zone corresponded to four types of future dispatching centers: one main, and on two regional, territorial and local dispatching offices of the center. Specialists of DEPO Computers completely reproduced a hierarchical structure of the created monitoring system. All functional processes were checked and finished: receiving and data processing of vehicles, check of operability of all communication channels, scenarios of interaction of the dispatching centers of different types, overload tests taking into account the reproduced hierarchy "from below-up". Each of samples underwent obligatory testing in the Ministry of Internal Affairs of the Russian Federation and received all necessary certificates.

In June, 2012 specialists of DEPO Computers started serial production of the dispatching centers. Each copy was tested and configured individually. And acceptance tests with the assistance of the customer representative which were successfully undergone became one of the most important stages of implementation qualification. Along with serial production preparation for logistic works on delivery and implementation of the dispatching centers was begun. Many of military units were in hardly accessible territories with high access control. Thanks to preparatory work specialists of DEPO Computers managed to perform delivery and installation in record time — within 3 months. In the course of implementation dozens of service partners of DEPO Computers were involved, and the general staff of engineers and specialists made more than 400 people.

The monitoring system of moving objects of internal troops of the Ministry of Internal Affairs of the Russian Federation has a strict hierarchical structure. At the lowest level there are 176 local dispatching centers (LDC) which main objective - to receive and process operational information about armored vehicles and official cars of the body. At the following level there are territorial dispatching centers (TDC) which obtain data from subordinates to them LDTs and also perform monitoring of own vehicles. From TDTs information is transferred to the regional dispatching center (RDC). Such centers only 7 — by the number of regional commands of internal troops. The consolidated information from all RDTs comes to the central link of network of monitoring - the dispatching center in General staff of internal troops in Moscow. Such structure allows to distribute evenly resources of all network and significantly increases efficiency of actions in unusual situations.

Each dispatching center represents the hardware and software system developed based on the solutions DEPO Computers and SOKB the Vector. The server and switching equipment, workstations, network equipment, a specialized software, the UPS, means for input and display of the current information is a part of one complex.

Functions of the dispatching center are divided into 2 types - controlling and operational. The signal from the subscribers navigation line circuit (SNLC) set in the CU ciphered by a cryptographic method is transmitted to the dispatching center by means of a radio channel and mobile communication of the third or fourth generations. In real time the dispatching center receives different data on the vehicle, including location, motion speed, amount of gasoline, etc. As a reserve reliable feedback channel in vehicles the disturbing button is installed.

208 dispatching centers are brought into operation all. Quantity of objects of monitoring — more than 1500 vehicles. Implementation of network of monitoring allowed to increase the speed of interaction of divisions of internal troops. A part of duties of staff is transferred to the dispatching centers and transferred to the automatic mode. For example, less sessions of a radio communication between crew and command are required now. The control system of a dispatcher station registers a deviation of controlled parameters from permissible values and if necessary gives the abnormal report on the basis of which the manager makes the decision on prompt actions on elimination of a problem.

Presence more than 200 integration and service partners in all federal districts of the Russian Federation allowed to provide to the customer complex service maintenance for a period of 3 years. As well as for other projects and clients, DEPO Computers guarantees rapid response within one day that allows to make in case of need as fast as possible repair and service maintenance without stopping of crucial processes.
