2020: Translation of management of infrastructure operation and development into 1C: TOIR

On May 25, 2020, Desnol Soft announced the digitalization of the business processes of one of the divisions of Sakhalin Energy, the Department of Infrastructure Operation and Development, which provides services to the complex of houses for the residence of company employees, public and industrial buildings, as well as office buildings in Yuzhno-Sakhalinsk. At these facilities since the fall of 2019, "1C: TOIR Equipment Repair and Maintenance Management 2 KORP" is used to manage the maintenance of Sakhalin Energy infrastructure.

Implementation project 1C: TOIR 2 CORP is implemented in 3 queues.

  • 1st phase of the project: November 2018 - September 2019. Functionality of the 1st stage:

Extension of buildings and structures resource, optimization of maintenance costs is the main goal of the implementation project "1C: TMAR Technology maintenance and repairs of equipment 2 KORP" at Sakhalin Energy.

The IT solution should provide:

  1. Optimization of infrastructure maintenance management - LCD "Foothills of Winter" and office buildings.
  2. Reduce maintenance costs for fixed assets.
  3. Transparency of maintenance and repair activities in general.
  4. Improve the planning accuracy of inventory, consumables, and spare parts.
  5. The optimal reduction of inventory.
  6. Reduce the internal document flow of M&R on paper.
  7. Obtain reliable verifiable data to evaluate the performance of contracting organizations and improve performance control.

For quality work in the field of enterprise infrastructure management, the 1C: TOIR 2 CORP functionality is supplemented by a service desk (Service Desk - a single point of contact, or interaction between a service provider and a user; the main goal is to manage incidents and service requests, as well as provide feedback to users). Methodologically, the solution is based on international standards and practices adapted to the Russian realities and requirements of EAM and ITIL.

The solution toolkit includes:

  • management of repairs and maintenance of equipment, buildings and facilities;
  • Feedback service management;
  • regulation of processes;
  • automation of control and control, comprehensive monitoring.

"Earlier, Sakhalin Energy, as an ASU TOiR at infrastructure facilities, used an information system with certain disadvantages. For example, it was not possible to take into account the material and labor resources needed to perform the work and record them in a single information system for reporting. While accounting for labor and material costs for specific works is a mandatory requirement of the company. It was not possible to establish qualitative monitoring of key performance indicators of contracting organizations (KPI). Before the implementation of 1C: TOIR 2 KORP, data on the performed works were uploaded from the previous information system of ACS TOI in a flat list to the Excel table for the KPI report - the document turned out to be cumbersome, inconvenient for verification and analysis. Then, a report was generated manually, which could contain errors and inaccuracies, which also made it difficult to calculate indicators. The company needed a more developed solution, the functionality of which could be finalized if necessary. Replacing the ASU TOiR previously used at Sakhalin Energy infrastructure facilities with 1C: TOIR Management of repairs and maintenance of 2 KORP equipment, the Desnol Soft team uploaded historical data on 18,000 repairs to the created system. Synchronized item directories for 2900 repair objects. According to May 2020, the hierarchy of the directory of repair objects consists of 14341 elements for 10110 groups (folders) of repair objects. The system contains 700 technical maps with information about the necessary technological operations. A few months after the implementation in 1C: TOIR 2, up to 30 users are constantly working, a total of 70 users are registered in the system, more than 10,000 documents are contained.

Implementation of 1C: TOIR 2 CORP was built according to the following scheme:

  • conducting a detailed survey,
  • equipment certification,
  • adaptation of the system,
  • development of documentation,
  • preparation for pilot operation,
  • pilot operation.

Project Outcomes:

  1. We have achieved transparency in the management of material assets by combining more than 2,900 geographically distributed repair facilities in the system.
  2. Preserve the completeness of historical data on 18,000 repairs from the previously used APCS&R system and develop a report to obtain the necessary information from them.
  3. You have been able to minimize risks in work planning.
  4. We implemented different approaches and mechanisms in determining the priority of repair and planned work, based on the experience of Sakhalin Energy production facilities.
  5. You have achieved realistic maintenance and repair planning.
  6. Have made it possible to obtain all necessary documentation for internal audits from the system.
  7. Provided the opportunity to obtain business analytics and performance assessment according to Sakhalin Energy standards by finalizing the standard KPI indicator monitor.
  8. Implemented in 1C: TOIR 2 CORP the opportunity to work with contractors under the service level agreement.
  9. Ensure that accounting is transparent.
