2017: Implementation of GIS based on EverGIS

Prerequisites

In PJSC Sberbank the essential volume of space data on the real estate of clients pledged to bank as loan security - about 58,000 addresses of the locations of pledges is saved up. Subjects to pledge require regular exit check of employees of the bank for monitoring of safety and observance of operating conditions of pledged property and also accomplishment of market research regarding control of a change in value and liquidity of a subject to pledge.

Monitoring of pledges is a heavy load on employees of the bank, soprovozhdayushchasya volume document flow, need to prepare detailed reports on each departure and justifications according to the results of revaluation of cost and liquidity of subjects to pledge. At the same time modern economic realities require quick reaction of the management central and territorial subdivisions of bank on the problems with pledged property revealed during monitoring. Besides, concerning corporate clients it is important to bank to understand in general a financial status of the organization to be sure of svoyevremnny payments on the credits and, if necessary, to perform business consulting of problem clients.

Project Tasks

Thus, the bank was faced by the global purpose on process optimization of monitoring of the mortgage real estate, namely:

  • automation of process of drawing up monthly plans for exit checks for the staff of divisions of monitoring of pledges of PJSC Sberbank across all Russia;
  • simplification of procedures of carrying out exit monitoring of subjects to pledge;
  • reduction of time expenditure on carrying out monitoring due to planning of routes of exit checks taking into account transport availability of subjects to pledge;
  • reduction of amount of document flow;
  • information exchange about the course and results of monitoring between employees and heads in the online mode;
  • operational collection of information about a status of business of clients of bank.

Course and results of the project

The decision to develop and perform pilot implementation of a specialized geographic information system in central office of Sberbank and five territorial banks was made: Moscow, Northwest, Ural, Volga-Vyatka and Volga region.

A system was successfully developed and according to the results of the project is actively tested by the staff of pilot divisions in their daily work. The system interface is adapted for work on the tablet that allows employees to take the tablet on departure and to fix results of checks of subjects to pledge directly in a system and also to attach photos and to leave comments for heads. Heads of divisions see results in the personal account in the online mode.

All information on pledges comes down uniform base with which it is possible to work via the system interface or to unload in Excel for preparation of reports. In a system there is a browse mode of all pledged property on the interactive map. For designation of objects color indication and thematic icons depending on a type of property is used: agricultural construction, land plot, office, industrial building, residential real estate, etc. Thus the employee and the head can estimate one view of the card a condition of a mortgage portfolio of bank, for example: what subjects to pledge were checked are successful what did not manage to be checked at what during monitoring pledge breaches of agreement, etc. are revealed.

In a system the algorithm of calculation of plans of checks, unique for bank, for each employee is put. The algorithm considers a set of parameters:

  • the responsible who keeps the pledge agreement,
  • production calendar,
  • location of subjects to pledge,
  • standard time of check of an object depending on a type of property and its characteristics,
  • working time of employees and taken away on breaks,
  • time for movement between objects,
  • normative review frequency of objects of different type and others.

With implementation of automatic planning the task of heads significantly became simpler. For calculation of the plan it is necessary to set only a required time frame, a system within several seconds will calculate the plan for all exit employees. After approval of the plan by the head, each employee will receive the plan in a personal account of a system in the form of daily routes with the interactive forms of monitoring tied to objects.

In a system instruments of operational management and monitoring of execution of tasks by employees are implemented. At a planning stage the head can correct the plan calculated by a system if the employee assigned to an object cannot come to work or it is necessary to carry out unscheduled inspection of an object: appoint a task to other employee or change date. In course of execution by employees of tasks a system fixes their movement on route and shows to the head on the map.

In addition to planning and conducting exit checks, a system allows to execute revaluation of cost of objects using the automated selection of analogs.

The special analytical dashbord which allows to watch statistics on a mortgage portfolio of all bank or separately pokazhdy territorial bank is developed for heads in a system and also to monitor progress of execution of plans by employees.

During system development the decision to approve a method of remote monitoring of mortgage property using technology of Internet of Things was also made. Such approach is especially relevant for monitoring of the objects located in difficult available places. In the system of Geomonitoring of pledges the specialized module for interpretation of the indications collected from sensors of control of passability of employees of the organization, amount of consumption by the organization of gas, water, the electric power, products production volume was developed. Operation of the module was approved at the plant specializing in the production of construction materials which is the client of bank. At each essential deviation of indicators from standards a system notifies on it bank.

A system works in the pilot mode since August, 2017 in departments of Sberbank in five cities. So, time expenditure was considerably reduced. For example, on preparation of the plan of monitoring at one territorial bank department instead of several days couple of seconds leaves, and the report on check creates the web application automatically. Exit check of one object and preparation of documents for it thanks to automation of process occupies several watch less. And, of course, the bank had an opportunity to control movements of employees.
