Specialized motor depot (EMUP Spetsavtobaza), Yekaterinburg (SCOUT)

Need of quality improvement of the services rendered to EMUP "Specialized Motor Depot" to the population of the city became premises of creation of the logistic center. The main objective which needed to be solved is a control of actions of the drivers who are exporting garbage. Prior to work of the center cases when drivers did not execute the schedule on export of household waste of the yards of the city at all were recorded, or approached garbage containers, but as a result the machine did not export garbage. On the basis of these facts numerous complaints from residents and from services of condominium arrived. This moment reflected adversely on ecology of Yekaterinburg and Sverdlovsk region and also on reputation of EMUP of Spetsavtobaz - the oldest enterprise of the city having extensive work experience in this sphere.

For an exception of similar cases the management of the enterprise made the decision on equipment of vehicle fleet by the system of satellite monitoring SCOUT. System implementation on 120 cars of Spetsavtobaza allowed managers to optimize routes of garbage trucks and to control accomplishment by employees of the enterprise the plan for export of MSW out of the city on specialized platforms. After system implementation managers noted that the discipline of driver's structure significantly increased. Knowing that the car is under observation, drivers began to follow traffic regulations more strictly.

Using the automated control of transport the enterprise assumed to exclude attempts of fuel dump and a possibility of use of office transport for personal reasons. But for the first six months of system operation SCOUT at the enterprise not only initially expected results were achieved, but also expenses on system implementation completely paid off. In the summer of 2009 the financial service of the enterprise stated that with the help SCOUT 3 million rubles and 7400 auto-hours were saved on fuel. Besides, the number of not exports of containers and the number of road accident with participation of transport of Spetsavtobaza was minimized.

In January, 2010, according to the results of the first year of work of the logistic center, cumulative economic losses of EMUP of Spetsavtobaz from incorrect actions of drivers to system implementation SCOUT were estimated at 10.5 million rubles a year. Began to save such minimum amount of EMUP of Spetsavtobaz after adoption of the relevant decisions of rather logistic block of the enterprise on the basis of the obtained data from Command center.

According to the commercial director of SCOUT group Yury Visnevskogo: "The annual amount of economy by the enterprise EMUP "Specialized Motor Depot" on the maintenance of vehicle fleet when using a monitoring system can grow upwards, reach also 12-15 million rubles a year. Today the main effect was gained thanks to increase in discipline of drivers, namely exact control of fuel consumption, control of the actual routes and a run. Use of a System the SCOUT allows to gain also other effects. For example, based on the saved-up statistics, the logistic service can review distribution of container platforms by routes, and due to optimal planning to receive additional economy. The same concerns also efficiency evaluation of different models of special equipment. Decrease in cases of road accident also has quite obvious monetization. Not less important result in comparison with economy is increase in commercial attractiveness of the company due to use of modern technologies of control. At competent use of this competitive advantage the company which implemented a system SCOUT can achieve significant increase in portfolio of orders and, respectively, increase in scales of business".

The project on creation of the logistic center and system implementation SCOUT, working based on satellite technologies GLONASS/GPS, was implemented in Yekaterinburg by forces of staff of EMUP of Spetsavtobaz and specialists "the Company "Ecosystem" - the manufacturer representative of a monitoring system of SCOUT group in the Ural Federal District.

Based on the operating logistic center in 2009 of Spetsavtobaz of the beginning implementation of the social project under the name "Our Garbage in White" which technology was adopted at South Korea. The main objective of the project – to resolve an issue of export of household waste from the private sector of Yekaterinburg in which about 80 thousand people live. Before emergence of the new project inhabitants of private houses filled up with the garbage container platforms of multi-storey houses or created the unauthorized dumps harming the environment and threw out waste directly on streets of settlements. At the same time all weight of expenses on export and waste recycling lay on the city budget.

Now the project gained recognition at citizens. Inhabitants of the private sector buy the special marked packets which are on sale in the nearest shops, booths, or at drivers of garbage trucks. They force the packets filled with waste out into the street. In a certain day, according to the approved diagram, passes the garbage truck and takes away them on utilization. Movement of the garbage truck is controlled from the uniform logistic center of Spetsavtobaza using the System of satellite tracking SCOUT thanks to what the plan for collecting "garbage in white" is implemented in full.

Work of the project covers the private sectors in all districts of the city, and in 2010 gardening partnerships which have no opportunity to set container platforms were actively connected to opportunities of the project.
