The State Tax Administration of Ukraine equips regional divisions with the system of the protected video conference

The AMI company completed implementation of secure system of special communication in the State Tax Administration of Ukraine (STAU).

Solution

The created secure system of special communication (ZSSS) allows to hold meetings with regional divisions of GNSU (from them: 25 regional divisions and divisions to Kiev and Sevastopol, 6 inspectorates for large taxpayers and 10 inspections of areas Kiev) in real time, including provide broadcasting and record of meetings in HD quality. The solution represents a complex of the interconnected systems which harmonious work guarantees essentially new and most effective level of communication of staff of GNSU and also provides reduction of number of business business trips, economy on representative, transport and overheads.

Details

The display system of information consists of 3 videowalls (2х2 panels – 2 pieces, 3х3 panels – 1 piece) created based on the professional bright seamless LG 47 panels' and also control monitor 32' and attendant workstation with 2 monitors. The system of scoring of Bosch implemented in the hall of boards includes 18 ceiling loudspeakers and the amplifier on 240 W. Exchange of voice information between participants of meetings happens to the help of an audioconference system of Bosch which included 14 panels in presidium and 46 panels in the hall. An audioconference system is integrated with the system of video conference Cisco which allows to organize up to 5 simultaneous conferences and to connect up to 40 participants.

The system of a video conferencing is constructed using 2 servers of video conferences of Cisco 5320-MCU, the server of registration and calls of Cisco VCSC, the server of external calls Cisco VCSE, the server of the record Cisco Content Server, the server of management TMS Cisco. The hall of boards of GNSU is equipped with 3 rotary cameras with optical approach of the 12th. Automatic guidance of cameras of a video conference system on the speakers sitting at a table of presidium, and being in the hall with their further demonstration close up on displays is provided. In regional divisions of GNSU 43 video terminals which are connected in a single network are installed.

Remote control of a switching system video and audiosignals is provided using the management system constructed based on the AMH controller and having the intuitive interface. Management is made from the iPad tablet. Control of video signal for videowalls is exercised by means of the following sources: video conference system, PC of the operator, presentation, chairman's notebook, tribune notebook. The ability to manage is provided with sources of a sound using a video conference system, the conference system of Bosch, the PC of the operator, the presentation. Power supply of a system is performed from uninterruptible power supply unit of GT6000 with a power of 6 kVA of production of General Electric.

As a part of a complex the system of acceptance of management decisions on the Microsoft SharePoint 2010 platform which allows to execute planning and registration of minutes of meetings. A system provides quick access to the fragments of videos of meetings connected with entries in minutes of meetings for appointment and control of execution of tasks.

Vladislav Maslo, the chief executive of AMI company, emphasized: "All works within the project on creation of secure system of special communication in GNSU were made in extremely short time. For example, in only 7 working days start of central office was performed, all divisions are connected, setup and check of a system are carried out".

Alexander Klimenko, the Chairman of GNSU, noted advantage of a new form of holding meetings in a possibility of permanent attraction to communication of heads of regional divisions: "Production process became faster and effective. We can instantly monitor a situation in regions, react to changes, quickly adjust tactics of the actions. Information exchange between different links of tax administration accelerated. And what is especially important, this information became objective and detailed as arrives from the primary source, but not through several instances".

Within the project 43 regional divisions of GNSU located across all territory of Ukraine were equipped. The systems of a video conferencing, information display, scoring, management, an audioconference system, the system of acceptance of management decisions and the system of the guaranteed power supply were a part of the solution.
