The Supreme Arbitration Court of the Russian Federation creates new infrastructure for the system of the staff list

On December 9, 2013 the IBS company announced execution of works on creation of new infrastructure of the system of the uniform staff list (SUSL) in the main data processing center of the Supreme Arbitration Court of the Russian Federation within creation of "cloud" computing architecture of arbitration courts of the Russian Federation on the Oracle E-Business Suite platform.

Project Tasks

The system of the uniform staff list of arbitration courts of the Russian Federation it was created in 2007 for automation of activity of personnel divisions of arbitration courts on the basis of Oracle E-Business Suite, as a part of the modules HR (Human Resources) – personnel management and OTL (Oracle Time & Labor) – the module of a time recording.

The IBS company provided technical support of a system. By the beginning of 2013 the used technical means developed the resource, some software components are removed from support. The Supreme Arbitration Court makes the decision on accomplishment of a full stroke of works on creation of new infrastructure of a system on the basis of modern hardware and software solutions and to transfer of accumulated information on the new hardware and software with ensuring continued operation of a system.

Project Progress

Within the public contract the company IBS created the new infrastructure of a system based on use of modern ADP equipment, means of information storage, backup, virtualization, network equipment, information security and others. In the created environment turned virtual machines on which started servers DBMS Oracle and applications OEBS and also the server of management of components of IT infrastructure and means of information security.

A system is constructed as the protected object which all technical means are placed in the selected rack, with the organization of control of physical access and the automatic notification in case of its opening and also at emergence of any other emergency situations in operation of the equipment and the software. The notification is performed on two parallel channels: sending Sms and email notifications to the center of support of a system for immediate reaction.

Access for users of arbitration courts to a system is organized using certified by FSB of the Russian Federation and FSTEC of the Russian Federation of the gateway StoneGate SSL VPN which is integrated with a system and also with certification center of arbitration courts of the Russian Federation and the centralized directory. Access is provided according to the digital certificates X.509 written on personal key carriers of end users. In the course of access and work of end users in a system are implemented: the tunnel connections protected on algorithms by GOST, functioning of the integrated SSO mechanism (using own mechanisms of access isolation and SSO StoneGate SSL VPN and Oracle SSO), proxying of all traffic through SSL VPN, network isolation of IT infrastructure of SEShR from public service networks and other infrastructure of arbitration courts. Besides, in a system other necessary measures for personal data protection defined based on model of threats and requirements of FSTEC are implemented.

IBS performed upgrade and migration of all technology stack of a system, including: basic operating system DBMS Oracle, equipment of a technology stack OEBS, Java and other components. IBS executed forward migration with control of intermediate results that guaranteed coherence of data and safety of all settings of a system.

Considering that the technology of remote access to a system is changed with transition to the modern certified productive solutions, correction of settings of jobs of users in courts was required that is executed with assistance of IBS.

Igor Solovyov, the head of department of informatization and communication of the Supreme Arbitration Court of the Russian Federation, noted: "This project was complicated by a number of factors: migration of a system was performed with the minimum window of a stop, actually "alive"; migration was performed not only on functionality, but also territorially: the updated infrastructure of a system was developed by IBS company in the main DPC in the city of Kaluga. The IBS company successfully carried out project tasks, coped with all complicating factors, and put the working system into commercial operation. In the project necessary measures for data protection were implemented, the packet of organizational-administrative documentation on a personal data system is developed".

Dmitry Romanchenko, the director of the center of security technologies of IBS company, emphasized: "The described project was a certain call as entered very large number of changes into the working system that bore substantial project risks. The fact of territorial remoteness of platforms also created the certain difficulties caused by integration of a system with other applications of arbitration courts. Nevertheless, the IBS command successfully coped with project problems, and performed migration of lossless system of information and in project terms".
