Implementation of Smart Solutions Package

On October 8, 2019, Rostelecom announced that it had introduced a set of smart solutions in Taganrog, allowing the city to be called the first "smart" in southern Russia. At the disposal of Taganrozhtsy there were such systems as Smart Lighting, Safe City, Smart Video Surveillance, Smart Doorphone, electronic services for medicine and a digital diary. The appearance of these decisions was made possible thanks to a tripartite agreement signed in September 2018 between the Government of the Rostov Region, the Taganrog Administration and Rostelecom PJSC.

According to the company, by August 2019, Rostelecom had completed the replacement of almost 11 thousand street lamps with energy-saving, connected by an intelligent management system. All streets and roads of Taganrog are now evenly illuminated by light comfortable for the human eye. The innovative system allows you to regulate lighting modes, depending on the time of day and weather conditions, conduct remote data collection, monitor the state of equipment, track unauthorized connections and take into account energy costs. Smart lighting helps the city save up to 60% of its electricity, while improving its efficiency.

AIC "Safe City" is a single regional platform for ensuring public safety, law and order and environmental control (monitoring of emergency situations, operation of fire protection systems equipment). The platform is based on Service 112 and a video surveillance system that stores data from 70 video streams, recognizes faces, analyzes the situation and identifies suspicious clusters of people.

"Service 112" in Taganrog is associated with SOS buttons installed in public places in the city. Since the beginning of operation, the system has received more than 650 thousand calls. Part of the services of "Service 112" were the "smart intercom phones" installed in pilot mode in one of the city houses.

Smart doorphones are synchronized with the mobile application of the same name, equipped with an SOS button and high-precision cameras with night lighting. Cameras are connected to the city video surveillance system and, through special communication channels, transmit records to the Ministry of Internal Affairs, where the received data is planned to be stored on a secure server. In addition to opening the castle, doorphones allow you to track the situation near the entrance, as well as launch a person remotely into the entrance through a mobile application.

Most of the city's medical facilities are connected to the Internet and integrated into the federal health information system. The system ensures the maintenance of a digital medical record, prompt access to the medical history from any city of Russia, the ability to remotely register with a doctor and receive an electronic sick leave. As of October 2019, more than 23 thousand Taganrozhtsy were registered in it.

All Taganrog schools are connected to a single regional information system for registering schoolchildren, which also allows monitoring their achievements.

Start of pilot zone of "smart" doorphones implementation

On March 13, 2019, Rostelecom announced that in Taganrog, as part of the Safe City program, it launched a pilot zone for the introduction of smart intercom phones. Doorphones are synchronized with the mobile application of the same name, equipped with the SOS button, which calls the 112 service, as well as high-precision cameras with night lighting. Cameras are connected to the city video surveillance system and, through special communication channels, transmit records to the Ministry of Internal Affairs, where the received data is planned to be stored on a secure server.

Smart intercom phones are installed instead of the usual in the house No. 26T of the New First Lane of the city of Taganrog. In agreement with the tenants, Rostelecom entered into an agreement with the management company and installed the devices for free. At the same time, the monthly payment for the doorphone has not changed.

The main task that we solve by launching the smart doorphone implementation zone is to test the devices and determine the amount of load on each of the connected services. In the future, we plan to offer a smart intercom to everyone. For March 2019, this service as a pilot is already available to residents of Moscow and a number of cities in Russia. "

The installed equipment, first of all, improves the safety of residents of the house: it allows you to track all visitors to the entrance, record incident records and, if necessary, use the SOS button. When the button is pressed, the instant video call of the service 112 occurs, the operator of which immediately sees the caller, the call address and can send the necessary assistance.

When scaling the project, doorphones will be connected to the regional automated centralized warning system (RASCO). This is a proven technology that allows you to notify residents of emergency situations, for example, a fire, through apartment tubes in loudspeaker mode. The doorphone will say what happened and give instructions on what to do. This approach reduces panic and is especially important if there are no adults at home during a fire, for example.

Smart intercom phones are convenient to operate and expand the usual capabilities. After installing the device, it is enough to download the mobile application on a smartphone and use it. The signal from the doorphone is transmitted to the phone if the apartment does not have a traditional tube or no one removes it. Through the application, the owner of the device, being anywhere in the world, can see who came to visit him and in video call mode talk to the visitor or open his door to the entrance. In the future, Rostelecom plans to equip the devices with a facial recognition system so that the doorphone recognizes the owners and opens the door itself.

The introduction of smart intercom phones in Taganrog is one of their first steps to create a smart city. This technology will significantly increase the safety and comfort of our residents without increasing the cost of utility bills.

2018: Cooperation Agreement

On October 3, 2018, Rostelecom announced that it had signed a cooperation agreement with the Government of the Rostov Region and the Taganrog administration. The subject of the agreement was the interaction between the participants to create a pilot project of the Smart City system in Taganrog.
