2025: IN @ Voice Platform Adaptation to Mobile Number Transfer Procedure
Bercut has adapted its IN @ Voice BSS platform to the requirements for the mobile number transfer procedure (MNP decryption) for the telecom operator in Tatarstan, Tattelecom. The project was implemented in a short time and demonstrates the readiness of Russian IT solutions to quickly adapt to changes in regulators. Bercut announced this on October 14, 2025.
The updated requirements for the MNP (Mobile Number Portability) procedure entered into force on September 1, 2025. They are aimed at increasing transparency and reducing the number of failures when transferring numbers between operators. The key change was the mechanism of independent arbitration, which is carried out by the National Research Center "Telecom" (NRC "Telecom") as the operator of the database of transferred numbers (BDPN).
This scheme provides for the completion of the transfer procedure only with the complete compliance of the personal data (PD) of the subscriber with the receiving and giving operator. This requirement is aimed at eliminating the problems associated with the failure of subscribers to comply with the requirement to update the PD.
To ensure compliance, the Bercut team integrated IN @ Voice into the BSS platform a mechanism for preliminary data reconciliation by refining the MNP module. This solution ensures that reconciliation procedures are automatically triggered when discrepancies are detected in the data when monitoring the status of requisitions.
