The Moscow region centralized IT infrastructure of regional executive authorities and unrolled a private cloud from which computing resources are provided to them for placement of the systems. In July, 2015 told TAdviser in the Ministry of public administration, information technologies and communication of MO about details of this project.
According to the interlocutor of TAdviser, providing computing resources to departments from a private cloud is performed on the same model, as in a cloud service of Amazon Elastic Compute Cloud with that difference that is for them free.
To receive resources in use, technical specialists of departments come into the platform via the web browser and create requests for the pool of resources including processors, OZU, volume of space of DWH and network segments there. Requests come to technical support which estimates their justification and technical requirements. If the request is approved, then to department select the necessary volume of resources.
Before centralization of infrastructure each department in the Moscow region had the own park of the equipment and conducted the activity regarding IT independently. Afterwards their resources were integrated to base of cloud computing. For virtualization of servers it was used by software of VMware. According to the representative of the Moscow region Ministry of Information Technologies and Communications, is also going to begin software testing of Parallels for virtualization. If the pilot project is successful, it will be used along with software of VMware.
After the cloud was unrolled, requests from departments for providing computing resources first formed on paper. In January, 2015 a system which can distribute quotas of resources in use to internal and external contractors with a possibility of monitoring and installation of schedules of use of these resources was started.
The system of resource allocation is created based on solutions with the open code: management systems for technical support of Naumen Service Desk and a management system for the virtual Nebvex resources from ITD Systems company. System development cost 18 million rubles, and as the contractor on the project the Naumen company acted.
"The implemented system allows to reduce time for providing resources and to automate routine transactions, to increase the processing speed of requests for selection of resources and their providing and also to optimum calculate a ratio of number of people to the operated infrastructure, - the minister of public administration, information technologies and communications of MO Maksut Shadayev says. - We received completely the turnkey ready-made solution with a binary distribution kit and source codes that guarantees the high level of security of a system. For us it is very important to have the highly effective IT infrastructure capable to quickly provide necessary data and to perform the continuity of process as public authorities operate with huge information volumes".
Users of a system had an opportunity to pass to self-service regarding installation of programs and applications and work with IT systems, and contractors – to set software within a quota of resources and to independently accompany a system, note in the ministry.
As of the middle of 2015 more than 200 information systems in infrastructure of the regional government are transferred to a private cloud.
