Russian Telecom Equipment Company will trace objects of FGC

The Russian Corporation of Means of Communication (RCMC) created by request of Federal Grid Company of the Power pool system (FGC) the pilot situational center for monitoring of infrastructure of FGC in Moscow.

It will be started at the beginning of 2011, and further the FGC is going to organize network of such centers for the whole country. The director of telecommunications and information technologies of JSC FGC UES Gurevich Dmitry at the IT in Power — 2010 conference told about creation of the situational center: "Russian Telecom Equipment Company creates the pilot situational center for FGC in Moscow. On its example we will define how many such situational centers are necessary for the whole country".

"The situational center is a technology Complex Plus communication with all objects of FGC. It is a point for monitoring of network", - Dmitry Gurevich explained to the reporter of ComNews. He noted that the project is implemented under patronage of the Deputy Prime Minister of the Russian Federation Igor Sechin who emphasized recently need to increase reliability and observability of objects of the energy sector. The First Deputy CEO of Russian Telecom Equipment Company Badalov Andrey noted that Russian Telecom Equipment Company does such centers for the enterprises of fuel and energy complex. "It is command center the organization, in it all information flows which go from the different systems are concentrated. The center is engaged in monitoring of technology, financial, organizational processes, - he explained. - On the other hand, it is the center of crisis management, it executes a role of operational staff at any technology accidents".

For JSC FGC UES we the integrated automated control system security (IACSS) is created. KASUB is intended for increasing the level of security of power facilities, reduction of risk of emergency situations and also for integration of security systems and the automation equipment of governing bodies. A system allows to integrate technical means of protection (video cameras, perimeter signallings, control management systems for access, etc.) in a common information space and to provide an information access of authorized persons at the different levels (object, regional, federal). So, at emergence of an emergency situation, in the situational analytical center JSC FGC UES created by Russian Telecom Equipment Company there is an opportunity to control a situation on an object and to make management decisions on its localization. The functional systems developed by specialists Russian Telecom Equipment Company are for this purpose used (decision supports, notifications, monitoring of media and social networks).

The uniqueness of the project consists that in JSC FGC UES not only the monitoring system, collection of information, but also the system of analytical processing of different data (including a video information), decision makings in crisis situations at all levels of management is created. Situation management is integrated with the system of operational and technology management. And this integration should be performed as at the top level (level of company management), and at the level of regional objects, substations and the enterprises. All this becomes taking into account all requirements of information security. An intellectual integration bus – our own development which allows to integrate not only video surveillance, the systems of admission, but also sensors connected with information and other types of security. Now 32 objects in the territory of the Southern and North Caucasian federal districts, including 10 Olympic venues of Sochi are integrated into the KASUB system. Until the end of 2015 to KASUB it is going to connect about 200 more objects. It is very important project on which many people work.

The project on creation of an integrated automated control system is kept by security within the general cooperation of Rostekhnologii State corporation and JSC FGC UES in the development areas, productions and deliveries of the modern hi-tech equipment and systems for the Uniform National Power Grid (UNPG). 
 One more activity of Russian Telecom Equipment Company – creation of the safe cities and regions. An example of work in this sphere – the integrated automated control system security (IACSS) of Krasnoyarsk created at the initiative of edge administration. This system which received the name "Safe City" allows to create a common information space in scales of Krasnoyarsk and to provide interdepartmental interaction of municipal public authorities. It promotes timely response to the arising threats and the notification of the management of intelligence agencies and law enforcement agencies about the facts of emergence of emergency situations. Thus, reliable protection of crucial city facilities is provided.
