Registration in service of 50 thousand residents of Tatarstan for the first day of its work
For the first day of work of the Tatarstan service of an execution of digital admissions for an exit from the house during self-isolation 50 thousand residents of the Republic of Tatarstan were registered. 18 thousand codes on an exit are requested, reported on April 2, 2020 in "the Ak Bars Bank".
The most popular reasons of an exit from the house were departure to the dacha and delivery of drugs, products and necessities to disabled relatives. On these purposes about 5 thousand codes were sent.
Start of SMS service of an execution of special passes
At the beginning of April, 2020 it became known of start in Tatarstan of the SMS system of admissions for an exit from the house during the regime of self-isolation introduced in the region since March 30.
The Ministry of digital development of the Republic of Tatarstan involved the Center of Digital Transformation and Ak Bars Bank having experience of processing of big mass of data and operational design of interfaces with a large number of users in development of service.
SMS service is created and is serviced using internal technologies, material and technical resources and personnel resources that allows to react quickly to changes and to constantly improve its work.
The SMS informing system is unrolled in the private cloud of ABCloud created last year the Ak Bars by Bank in cooperation with Tatneft group. Existence in the republic of safe cloud infrastructure for work with personal data of residents of Tatarstan was a key factor when choosing option of implementation of the digital admission.
As of April, 2020 in service more than 10 thousand inhabitants of RT were registered already. A system is capable to process 11 million messages a day.
For a first line support of residents of Tatarstan concerning work of service the hot line is organized. 200 call center agents the Ak Bars of Bank are involved in its work. In the nearest future the functionality of registration in the web interface and also the interface of verification of codes for controlling organizations will be started.
As told TASS in the press service of the president of the republic, for obtaining the admission inhabitants need to send free SMS to number 2590 with the word REGISTRATION and to enter the surname, a name and a middle name, a series and the passport number and also the address of the actual place of residence. Example of the text of the message: Registration#Иванов Ivan Ivanovich#9200123876 #Казань Sportivnaya St. 33 apartment 9#Согласен on personal data processing.
In reply the user will receive a registration code which identifies the identity of the inhabitant and the place of its accommodation. It needs to be sent to the same number with the word "PURPOSE", at the same time to specify the exit purpose from the house (number of a life situation): 1.poseshcheniye vessels; 2. delivery of minors in (from) the educational organizations; 3. visit of the medical / veterinary organization; 4. participation in a funeral; 5. recovery of the passport; 6.vyezd to the dacha (country house) / return from giving (from a country house); 7. visit of credit institutions and post offices; 8. delivery of drugs, food and necessities, assistance to disabled relatives; 9. change of the place of residence (stay). After that will send it the code with admission validity period. At the same time one inhabitant of the republic will be able to receive a day no more than 2 admissions with the permission to leave the place of residence.
It is recommended to be registered in a system to all inhabitants of the republic. Special admissions can be used for visit of court, hospital, bank, a trip to giving and also to take children to school or kindergarten.
The persons going for work need only a form of the reference which the employer can issue to employees. The reference does not extend to movement across the territory of Tatarstan if it is not connected with accomplishment of service duties.
For the request for the emergency medical aid, a visit of the nearest shop behind products, walking of pets and carrying out of garbage obtaining permission is not required.
As the minister of digital development of public administration, information technologies and communication of Tatarstan Ayrat Khayrullin told journalists, there are some problems caused by debugging of a system. In particular, queue was formed on April 1 of SMS, and waiting time of permission occasionally dragged on till several o'clock. Problems with waiting of returnable messages of the power are promised to be solved in short terms.
Some users faced a problem of collection of a payment for the SMS admission. Khayrullin said that operators have no right to levy a payment for such messages and will not do it.[1]
