In 2014 Transneft is going to begin development of target model of the IT organization and the program of transformation of IT, follows from documentation published in April of the same year. This program will affect all main IT departments of the company - department of IT of JSC Transneft,Svyaztransneft, "Development center and implementations of information systems" and also IT departments of subsidiary companies. In execution of works it is going to involve the company consultant.
During development of target model of the Transneft IT organization expects to solve, in particular, such problems as determination of the fields of management of informatization requiring transformation, to determine the basic principles, politicians and regulations of target management model by the IT departments and also to develop methods and criteria of control of their execution from all IT structures of the company and from external contractors.
Besides, roles of participants of informatization of Transneft and the functions executed by them should be described and the responsibility matrix is developed, recommendations about a sorsing and distribution of functions by informatization between IT departments of the company and external contractors are developed and also the organizational structure of IT and the recommendation about transformation of the existing portfolio of IT projects is developed.
Regarding development and exploitation of IT in Transneft during the project processes of management of requirements to IT, managements of corporate architecture, IT projects and a portfolio of IT projects should be developed, incident management processes and events, configurations and IT assets and also finance in IT, including an order of formation and control of execution of the IT budget are developed.
Also Transneft expects to receive recommendations about processes of user support and setup of the Service Desk system according to processes of operation and to develop a set of performance indicators of the target IT organization.
The "road map" describing stages and intermediate performance indicators for IT department of Transneft and also the program of actions for implementation of target model of the IT organization should be developed for implementation of transformation of IT.
