The Ministry of Digital Affairs blocked Transneft's purchase of Microsoft software for 600 million rubles
On October 19, 2021, it became known that Ministry of Digital Development, Communications and Mass Communications of the Russian Federation it blocked the purchase of "" Transneft software Microsoft for 600.9 million. rubles The agency made this decision after a complaint from the Center for Import Substitution Competencies in the field of information and communication technologies (CCICT).
According to Kommersant"" with reference to the letter that CKICT sent to the Ministry of Finance, the terms of purchase exclude the acquisition of a person other ON than Microsoft, and "the purchase will aggravate the gap between the company's import substitution plan and the real situation." The appeal claimed that Transneft does not use Russian software at all, although according to the plan agreed with TsKICT, in 2021 the company was supposed to introduce from 30 to 80% of domestic. software
Transneft told the newspaper that the purchase from Microsoft is not aimed at purchasing new software, but at supporting operating systems that are already working to install security updates and eliminate operational errors. The company conducted an additional analysis of the need for Microsoft software, it was reduced several times compared to the previous purchase, the company noted. They added that the company plans to "system transition to the preferential use of Russian software" and organized testing the compatibility of domestic systems with existing ones from Microsoft.
According to Renat Lashin, Executive Director of ARPP Domestic Software, the rationale for purchasing Microsoft products presented by Transneft caused a strong resonance among vendors, in particular, because Russian software from the register was called "uncompetitive" in terms of functional, technical and operational characteristics. However, subsequently the state-owned company replaced these epithets with the "incompatibility" of Russian solutions with used systems running on Microsoft, he added[1]
Purchase of Microsoft licenses for 600.9 million rubles
On October 12, 2021, the company Transneft announced an auction for the purchase of over 50 thousand licenses software Microsoft totaling 600.9 million rubles[2]
The bulk of the software package purchased by the company refers operating system Windows to (WINENTperDVC ALNG SA MVL) - a total of 49983 licenses. They are required to update the existing OS with the right to use new versions that will be released within 3 years and transfer ownership after this period.
In addition, Transneft buys 265 licenses for Visual Studio development tools in two editions (Professional and Enterprise), as well as single licenses for other developments of the American software company, including the SharePoint internal portal platform, Project project management solution, SQL Server database management system, etc.
In justifying the impossibility of complying with the restriction on the admission of software originating from foreign countries, Transneft experts indicate that the need for Microsoft solutions is caused by the fact that operating systems, office applications, server and connecting software, information about which is included in the register of domestic software, are not competitive, i.e. in their functional, technical and operational characteristics do not meet the requirements for the company.
The results of the auction should be announced on November 16. The delivery of licenses must take place on December 1, 2021.
In September 2021 , it became known about the purchase and use in Transneft of the Russian operating system Red OS. However, the scale of its application is not yet comparable to Microsoft systems. In particular, as part of this purchase, 67 licenses for the domestic OS in the "Workstation" configuration and 15 licenses for the "Server" configuration were transferred to the customer. The delivery amount amounted to 836.3 thousand rubles.

Purchase of Microsoft licenses for 2.6 billion rubles
On October 16, 2018, Transneft summed up the results of the purchase of licenses for Microsoft software worth almost 2.68 billion rubles.
4 companies submitted applications for participation in the tender: SoftLine Trade, Krok, NVision Group and Comparex. The best was the SoftLine Trade offer. This company was declared the winner. The total value of the contract was reduced to 2.61 billion rubles.
As a result of the purchase, Transneft will receive for itself and its subsidiaries more than 120 thousand three-year licenses for various Microsoft products. Among them are client and server solutions, including Windows, SQL, Exchange, SharePoint, Visio, Project, Office and others.
Delivery of all licenses should take place on November 1. In the justification for the impossibility of complying with restrictions on the purchase of foreign software, Transneft indicated that domestic operating systems, office applications, server and connecting software are not competitive, that is, they do not meet the requirements established by the company in terms of their functional, technical and operational characteristics.
Earlier, a similar tender was canceled with an initial price of 5.4 billion rubles. The company explained this by the decision to reduce the term for renewing licenses from 5 to 3 years. In addition, the total number of required licenses was reduced by 3.5 thousand.
At the same time, the Minister of Digital Development, Communications and Mass Communications of Russia Konstantin Noskov in an interview with TAdviser spoke about the call to the head of Transneft about a multi-billion dollar competition for the purchase of foreign software.
We then agreed with the manager that we will find a replacement for the part of the products they plan to purchase based on our software registry. The point example is probably non-system, but this is plus hundreds of millions of rubles to our developers, "he said. |
Cancellation of the purchase of Microsoft licenses for 5 billion rubles
On July 6, 2018, a week after the announcement of the purchase, Transneft canceled the tender for the purchase of Microsoft software products with a total value of 5.4 billion rubles[3]. In the purchasing documents, the reason for the cancellation is indicated as the "Decision of the purchasing organizer." In Transneft itself, TAdviser explained that the cancellation of the purchase was caused by a change in the terms for renewing the license - from 5 to 3 years.
The purchase provided for the supply of software to Transneft and 39 of its subsidiaries. The list of necessary solutions included 5-year licenses for client and server products, including Windows, SQL, Exchange, SharePoint, Visio, Project, Office and others.
The cost of delivery to Transneft itself was estimated at 1.1 billion rubles, the remaining 4.3 billion rubles. should have been spent on software for subsidiaries.
The official representative of the company Igor Demin told TASS[4]that if you do not renew the license, then everything will stop.
It is not possible to replace Microsoft software with a domestic analogue - it simply does not exist, "he noted. |
In addition, he said, Microsoft annually increases the cost of renewing the license by about 10%, and, accordingly, signing a contract now, the company would pay about one billion a year. And next year the cost would be 10% more expensive.
Therefore, we considered that five years is the most optimal period in terms of savings. Maybe, by the way, in five years our domestic support will appear, "he said. |
According to TAdviser, the purchase of Transneft could be a record among similar public procurement over the past few years. However, given the expected reduction of the license period from 5 to 3 years, it can be assumed that the newly announced tender will be among the largest.
In 2018 [1] , Aeroflot (980 million rubles) was noted as a major purchase of Microsoft solutions. In 2017, there were several very large acquisitions of Microsoft software solutions. In the fall, Sberbank purchased products of this American corporation for almost 4 billion rubles. In March 2017, the Bank of Russia summed up the results of the purchase of Microsoft licenses for 3.35 billion rubles. In January of the same year, it became known that VTB 24 acquired more than 146 thousand Microsoft licenses for 1.62 billion rubles.
