Within development of the state automated information system of "ERA-GLONASS" based on Naumen technologies the center of processing of emergency calls – TsOV-112 is created. The center works without idle times thanks to the hi-tech developments of the Russian vendor providing fault tolerance of an automated system at the level of 99.99% in mode 24х7х365.
The state automated information system of "ERA-GLONASS" carries out a task of increase in traffic safety and preserving of life and health of citizens at road and transport and other incidents on highways in the Russian Federation. Along with operational obtaining information on emergency calls a system provides interaction with the emergency operational services regarding obtaining information on responses to road accident. Besides, processing of this information, its analysis, storage and transfer to the emergency operational services is provided and also – access to this information of users, state agencies, local government authorities.
"The ERA-GLONASS system has no analogs in the world as is the first similar system of the emergency reaction which non-paid provides services of the help and rescue at road incidents for all citizens of Russia, – Roman Rulev, the head of contact center of GAIS "ERA-GLONASS" comments. – A system is created for the purpose of decline in mortality and weight of effects at road accident. In 2015 it was brought into commercial operation. In a system over 1,170,000 cars are registered, more than 460,000 emergency calls are accepted and processed, on 4660 of which involvement of the emergency operational services was required. And each case is in own way unique. Behind each call – life and human health".
As Roman Rulev, thanks to the high speed of delivery of information on accidents in emergency services notes, the timely help was rendered to all victims. So, the average time of information transfer in a System-112 is less than 20 seconds.
All mechanisms of a system of the emergency reaction work well-coordinated. At accident in motor transport the ringing circuit of the emergency operational services works – the signal is defined as a call on number 112. Such call is given the maximum priority, and the ERA-GLONASS system receives an emergency call in the automatic mode. The emergency call can also be made in the manual mode: for this purpose it is necessary to click SOS for panels in inside of the car.
Both at automatic, and at a manual emergency call in case of road accident complete information volume comes to a system-112: exact geographical coordinates of the car, identification (VIN) number of the vehicle, the nature of blow, type of the used fuel and also other data – quantity of the fastened belts (optionally), color of the machine, the brand and model of the CU, etc. It allows to improve coordination of emergency services at response to accident.
At the heart of a subsystem of "TsOV-112" of the ERA-GLONASS system – domestic goods: a communication framework of NaumenContact Center and the platform for management business by Naumen BPM processes. The solution is deployed on two geographically distributed platforms: in Moscow (the main cluster) and St. Petersburg (reserve installation). Thanks to qualitative technical implementation and reservation guaranteed stable system operation is ensured.
Within the project integration tasks are implemented. So, for end-to-end exchange of information flows the NAUMEN system is integrated with a number of important components of infrastructure of "ERA-GLONASS".
