On February 4, 2020 it became known that VTB placed information on the tender for 643 servers for 2.8 billion rubles. The bank limited equipment suppliers to a condition that it should be released American by Dell and that all servers should belong to Dell Nutanix line. The request is registered in EIS (The unified information system in the field of purchases) on January 28, 2020, and order taking from participants will end on February 7. In purchasing documents restriction is explained by the fact that the equipment of the Dell Nutanix series works only with similar to it. Experts are not sure of it.

Nutanix is the special server software from the company of the same name. It allows the companies to create more flexible IT infrastructures and more effectively to manage computing resources, the producer assures. In partnership with Nutanix company many large producers, including HP and Lenovo release servers. The representative of Nutanix in Russia Maxim Shaposhnikov confirmed that the Russian customers can receive the equipment with Nutanix practically from any large brand.

The director of the department of infrastructure of information systems of JSC AMT group Vladimir Popov explained that technically Nutanix can work with servers of different producers, but problems with technical support can appear.

The bank could purchase the software of Nutanix together with servers of Dell which in that case provides technical support and on it to software. But at expansion of infrastructure due to purchase of servers of other producer there will be a question who will support the solution in general. Shaposhnikov warned that in multribrendovy server configurations there can be problems because of service support.

The bank representative did not answer whether he is obliged to VTB to buy the Dell Nutanix servers because of conditions of technical support of the available equipment, – but assured that the bank tries to buy from two producers not to become dependent. He did not report the name of the second supplier. Purchase, according to VTB, has frame character and can not take place even after signing of the contract.

The Dell company refused comments.

Purchase at the only supplier under federal law No. 223 (regulates purchases of state companies, state corporations and natural monopolies) can get under action of government decree No. 925 (about a national treatment – gives a priority to goods of the Russian production when purchasing state companies) if in the application for participation there are goods offering or services from one of the EEU countries. According to the resolution, the supplier of such goods or service will get advantage in 15% in the price against import competitors. VTB limited possible producers of servers to one company and displaid thus purchase from under action of a national treatment. The bank buys hardware and software systems, but not software, and it does not have need to check existence of the Russian analog of Nutanix as the register of the Russian hardware and software systems similar to the register of the Russian software, no.

The deputy manager FAS Russia Mikhail Evrayev reported that the service prepares offers on reduction of purchases under law No. 223 at the only supplier, the contractor or the contractor.
