Rosatom Infrastructure Solutions (RIR, a division of Rosatom State Corporation) has completed the key stage of creating a single digital circuit of the parking space in Volgograd. The system, which includes photo and video recording complexes and proprietary software developed by RIR, is now integrated with federal services, which allows you to automate the management of parking space and ensure the control of landscaping. Rosatom announced this on February 5, 2026.

RIR acted in the project as a software developer, equipment manufacturer and system integrator. The operator of the paid parking space is the MBU "Volgograd Traffic Management Center."

A key feature of the Volgograd project was its adaptation to work in difficult conditions: the system received protection from communication restrictions. RIR specialists have organized secure data transmission channels for photo and video recording complexes, which provide continuous monitoring even when blocking wireless networks and GPS failures. This guarantees uninterrupted recording of violations of parking and landscaping rules.

Since 2023, the project has passed several stages of development. At the final stage, automation of workflow and interdepartmental interaction processes was carried out. Rosatom's Smart Parking Service is a full-cycle ecosystem: from the regulatory framework and IT platform to the hardware on the streets. All components (cameras, software, mobile application, portal) are fully domestic developments and are included in the Register of Russian software.

The work was carried out by the company "City Technologies" (part of the RIR). Its solutions are already successfully working in more than 24 cities of Russia and the CIS. The Smart Parking Project was shortlisted for the first national Digital Solutions Award in the Digital Service nomination.
