Content

In the Leningrad Region the single centralized system of control over the implementation of state orders on repair and the maintenance of highways based on GLONASS is created. The project is implemented by the regional partner of M2M Telematics Group - GLONASS Northwest company.

Pilot project

In January, 2010 the pilot project of implementation of technologies of satellite observation based on GLONASS in the road industry started. Its purpose - increase in level of control and effective management of the road-building and harvest equipment of the Leningrad Region.

During the project, the equipment of GLONASS equips DRSU vehicles of the Vsevolozhsk district. The exchange service station, sensors of actuators (a scattering, a front dump, a brush) and fuel level were included in the package of the installed equipment.

Implementation of the specialized system of information maintenance and dispatching control intended for accounting and work progress analysis became an important component of the project. This system allows to display location of vehicles on the electronic local map in real time, automatically determines deviations from the working schedule, writes information on traffic in the database and on demand reproduces reports of the movement for any last time frame. Reporting data on task performance and the performed transport work form automatically.

Result

Implementation of the navigation system based on GLONASS allowed DRSU of the Vsevolozhsk district to avoid irrational use of the equipment and unauthorized idle times, and, above all – provided the high level of control of quality of repair and maintenance of highways.

On September 1 the current year the program for implementation of monitoring systems and control of transport at the enterprises which are engaged in repair, construction and service of roads of the Leningrad Region came to the end. According to the results of this program more than 300 vehicles are equipped with GLONASS system equipment, the uniform center of monitoring and management, the dispatching centers at the performing organizations is created thanks to what the single centralized system of control over the implementation of state orders on repair and the maintenance of roads is created.

End of a pilot project became the next stage of system implementation. Works were continued in other DRSU of the Leningrad Region.

"We work with the system of satellite navigation of GLONASS about a month: in real time we see location of vehicles, routes of their movement, we control a run and fuel consumption. The quality of accomplishment of a roadwork depends not only on existence of the operational equipment, but also on consciousness and discipline of drivers, i.e. a human factor. The system of satellite navigation of GLONASS allowed to take it under control", - the technician on accounting of the DRSU road-building equipment of Roshchino Marina Molchanova noted.

One of the main objectives of GLONASS is navigation, position fix of transport. Today all road-building and harvest equipment of the Leningrad Region is equipped with terminals of navigation systems, transports and fuel flow sensors allowing to manage quickly. On these indicators during the autumn and winter period serious economic effect is expected, consider in a Road Management Department of Committee on road economy and transport of the Leningrad Region.
