11 cyber fraudsters executed in China
On January 29, 2026, China carried out the death sentence against 11 members of criminal groups operating in the northern part of Myanmar. The execution was carried out by a court decision in Wenzhou in Zhejiang province.
According to Xinhua, in September 2025, the court of first instance in Wenzhou found 11 people guilty who held key positions in organizations engaged in telephone fraud. They were charged with premeditated murder, intentional harm to health, illegal imprisonment, fraud and organization of gambling. The verdict of the court was the death penalty.
In November 2025, the Supreme People's Court of Zhejiang Province rejected the appeal of the convicts, leaving the sentence unchanged. In accordance with the law, the case was sent for approval to the Supreme People's Court of the PRC.
The Supreme Court, having examined the materials, approved the death sentences. The audit found that since 2015, convicts have created several bases in Myanmar for committing crimes. Their activities included the organization of telephone fraud, the maintenance of illegal gambling houses and other illegal actions.
According to the Supreme Court, the amount of funds involved in fraudulent schemes and illegal gambling exceeded 10 billion yuan (approximately $1.4 billion). Members of the groups also committed premeditated murders, inflicted bodily harm and illegally held people involved in fraud. Their actions led to the death of 14 China citizens and harm to the health of others.
This execution was the first in China in a criminal case related to the activities of criminal centers in Myanmar. Earlier, in November 2025, five members of the Buy syndicate were sentenced to the highest degree. The trials of two other groups - Wei and Liu - are ongoing as of January 2026.[2]

In China, leaders of fraudulent call centers sentenced to death
Chinese justice sentenced to death the leaders of a criminal group that engaged in industrial-scale cyber fraud from neighboring Myanmar. This became known in November 2025.
As reported by the BBC, in addition to cyber fraud, the convicts were involved in casino management, and also committed violent crimes - murder, self-harm, abduction, extortion, involvement in prostitution. Attackers also transported illegal migrants across the border.
InAccording to the investigation, the attackers lured out at least ¥29 billion from their victims, which is more than $4 billion. They took the lives of at least six citizens. China The criminal activity was carried out for several years and covered many victims throughout. To China
Bai Seo Cheng, his son Bai Ying Kang, as well as their accomplices Yang Li Qiang, Hu Xiao Jiang and Chen Guo I were sentenced to death. Five more gang members received life sentences. Nine people received sentences ranging from three to twenty years in prison.
Two more were awarded the deferred maximum measure. This means they will be executed if they commit any new crimes in the next two years. Such a measure is applied in the Chinese legal system as an intermediate form of punishment.
Bai Seo Cheng and his son have in the past been officers of the Kokan Border Control Force - a province of Myanmar directly adjacent to China. Kokan's border guards formally submit to Myanmar's ruling military junta, but the actual degree of control is extremely low.
Border control forces de facto completely subjugated the province and turned it into one of the largest centers of global cybercrime. This activity causes multibillion-dollar damage to the global economy every year. Weak control of the central authorities allowed criminal structures to create their own infrastructure.[3]

The goal of the initiative is to identify, find and prevent corrupt officials from fleeing abroad. In addition, within the framework of the program, measures will be taken to return stolen assets to the PRC. The decision to initiate the Sky Net program was made on March 20, 2023 at a meeting of the department for the repatriation of fugitives of the Central Anti-Corruption Coordination Group of China.

2020: China lowers age of criminal responsibility to 12
At the end of December 2020, China lowered the age of criminal liability from 14 to 12 years, which is an obvious reaction to the increase in the proportion of crimes committed by minors.
According to the amendment to the criminal liability law, now from the age of 12, children can be criminally liable for causing injuries with particular cruelty, premeditated murder, intentional bodily harm that led to death. For other crimes, they can be sent to correctional institutions. The amendment will enter into force on March 1, 2021. The Supreme People's Prosecutor's Office will be responsible for making decisions on whether to initiate a criminal case in one case or another.
| This is a small adjustment with careful consideration, strict restrictions and preconditions, - said an expert on criminal law from the legal committee of the National People's Congress. - It insists on the principle of priority of correctional education for minors, and also takes into account the feelings of victims of crimes and society. |
In 2017, under-14s accounted for 20% of all crimes committed by minors, up from 12.3% in 2009, according to state-run Chinese media reports.
In some cases, the penalties given to those under the age of criminal responsibility shocked the public. In one case, a 13-year-old boy from Dalian (Liaoning province in northeastern China) convicted of killing a 10-year-old girl in October 2019 received just three years of correctional education.
The average age of criminal responsibility worldwide is 14, according to London's International Network for the Rights of the Child. In the United States, 33 of the 50 states do not have a minimum age, although most have criminal capacity testing.[5]
