the Ministry of Telecom and Mass Communications decided to prolong a 30% discount for electronic state services

On August 13, 2020 the Ministry of digital development, communication and mass communications expressed the need to prolong a discount for payment of the state fee when receiving public services in electronic form. Department reported about it in the bill sent to the Ministry of Finance of the Russian Federation.

The discount in 30% for payment of the state fee should be prolonged — so electronic state services save not only time of citizens, but also money. Annually we fix increase in number of applications for receiving state services in electronic form — the press service of the ministry cites words of the director of the department of the advanced digital decisions of the Ministry of Telecom and Mass Communications Alexey Gorobtsov.

The Ministry of Telecom and Mass Communications suggested to prolong until the end of 2022 a 30% discount for payment of the state fee when receiving state services in electronic form

According to department, users of electronic state services in 2019 paid the state fees at a discount for the total amount of 22.7 billion. Without privilege they would pay 32.4 billion rubles.

The ministry also reported that lately the volume of requests for receiving services with the considerable amount of the state fee significantly increased.

So, for services MINISTRY OF INTERNAL AFFAIRS Russia among which there is an execution of the international passport with duty from 1 thousand to 5 thousand rubles the number of addresses increased from 15.67 million in 2018 to 17.95 million in 2019, added in the Ministry of Telecom and Mass Communications.

Validity period of a privilege for payment of the state fee when receiving state services using the Uniform portal of the public and municipal services, regional portals of the state services and other portals integrated with the Unified identification and authentication system (Unified identification and authentication system) comes to an end at the end of 2020. The discount extends to all services of the portal requiring payment of the state fee.  The Ministry of Telecom and Mass Communications suggests to prolong a discount until the end of 2022 what it is told in the federal law draft "About Making Changes in Chapter 25.3 of Part Second of the Tax Code of the Russian Federation" about.[1]

Payment acceptance for state services on QR codes

On July 20, 2002 the Ministry of digital development, communication and mass communications announced start of a payment service of state services by means of the QR code. At first such opportunity became available to residents of the Lipetsk region.

The project on payment acceptance for providing the public and municipal services using QR codes of the Ministry of Telecom and Mass Communications and administration of the region was started together with the Ministry of Economic Development. Residents of the Lipetsk region can address to centers of state services "My documents" behind service and receive the receipt on which the QR payment code will be generated. Further using mobile application of "Gosuslugi" it needs to be scanned and paid the specified amount for providing service, having entered data of the bank card.

Fast payment by the QR code does not assume manual introduction of details of payment and is made without the commission.  It is possible to make payment directly on site, without payment terminals in the centers "My Documents" and visits of departments of banks. It saves time of citizens — the director of the department of the advanced digital decisions of the Ministry of Telecom and Mass Communications of the Russian Federation Alexey Gorobtsov said.

Using new service it is possible to pay services of FTS and Rosreestr, and since the end of July, 2020 services of the Ministry of Internal Affairs of the Russian Federation and other authorities will become available to payment with the QR code.  In the future the new system of fast disgrace of the public and municipal services will be scaled also on other regions thanks to what receiving the public and municipal services will become even more convenient, noted in the Ministry of Telecom and Mass Communications.[2]

By July 20, 2020 it is also possible to pay state services on the portal with bank cards World, Visa and Mastercard, e-wallets Yandex.Money, WebMoney, Elplat, etc., the account of the mobile phone (this method has several restrictions) and also the bank receipt (it is available to legal entities).

2018: Growth of payments to 52.6 billion rubles

On January 30, 2019 the Ministry of Telecom and Mass Communications published results of work of the Gosuslugi portal for 2018. The volume of the payments made by users of the uniform portal of state services in 2018 was 52.6 billion rubles against 30.3 billion in the 2017th and 8.1 billion in the 2016th.

In 2018 users of the portal of state services paid tax debts almost on 19.9 billion rubles, the state fees — on 17.5 billion, penalties — on 9.8 billion, judicial debts — on 4.3 billion.

The demand of Multioplata service also grows. The share of multipayments from the total amount of payments via the Gosuslugi portal makes about 20% and exceeds 11 billion rubles. For 2018 one payment at once of several autopenalties, tax or judicial debts citizens used a possibility of repayment nearly 4.5 million times.

Growth of payments by 3.5 times to 30.3 billion rubles

The Ministry of Telecom and Mass Communications of the Russian Federation in January, 2018 announced that in 2017 via the Uniform Portal of Public Services (UPPS) more than 25 million payments for the total amount of 30.3 billion rubles were made. The volume of the payments made by users of the portal of state services annually increases three times since 2014. In comparison with 2016 the volume of payments increased more than by three and a half times. So, in 2014 it is made payments for the total amount of 780 million rubles, in 2015 — for 2.9 billion rubles, in 2016 — for 8.1 billion rubles.

On the Uniform portal of state services for the end of 2017 more than 60 million citizens of Russia were registered. They prefer to pay state services through EPGU. It is promoted by a number of economic measures: an opportunity to pay state services with decreasing coefficient 0.7, penalties of traffic police at a discount of 50% within 20 days after appointment. Convenience of the interface which was estimated by users and professional community and also growth of number of users of electronic state services provided such impressive gain — the director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications of the Russian Federation Vladimir Averbakh reported.

In 2017 users of EPGU most of all paid tax debts (15 billion rubles), the state fees (7.9 billion), penalties (5 billion), judicial debts (1.4 billion).

It is possible to make payment using bank cards, e-wallets and via the mobile phone. Also in a personal account it is possible to download the receipt for payment in bank.

The volume of payments through EPGU in the 1st half-year exceeded 8 billion rubles.

According to data of the Ministry of Telecom and Mass Communications of the Russian Federation, for the first six months 2017 via the Uniform portal of the public and municipal services (EPGU) more than 8 million payments for the total amount of 8.4 billion rubles were made. It more than by three and a half times exceeds an indicator of the same period of 2016. Then 2.4 million successful payments for the total amount of 2.3 billion rubles were made, told in department.

Indicators of the first half of the year 2017 are comparable to data for all 2016. Then users of EPGU made 7.5 million successful payments for the total amount about 8 billion rubles. For comparison, in 2015 such payments 2.6 million for the total amount of 2.9 billion rubles, in 2014 — 918 thousand payments for the amount of 780 million rubles were made.

On the volume of payments on the portal of state services the following services are in the lead: payment of tax debt; payment of penalties for violation of traffic regulations; payment of the state fee for acceptance of qualification examinations, issue of VU, maintenance inspection of traffic police; payment of duty on issue of national and foreign passports; collecting FSPP of Russia.

At this time on EPGU where more than 50 million users are registered, payment of taxes, duties on state services, penalties and debts is available. It is possible to make payment using bank cards, e-wallets, via the mobile phone. It is also possible to download the receipt for payment in bank.

2016: 7.4 million payments for 7.9 billion rub

In 2016 users of EPGU made 7.4 million successful payments for the total amount of 7.9 billion rubles that exceeded almost three times an indicator of 2015 when it was made on 2.6 million payments for the total amount of 2.9 billion rubles.

2015: The volume of payments grew three times to 2.9 billion rubles

Users of the Uniform portal of the public and municipal services (EPGU) in 2015 made 2.6 million successful payments for the total amount of 2.9 billion rubles. It exceeds indicators of 2014 three times. Then 918 thousand payments for the amount of 780 million rubles were made.

The uniform portal of state services allows not only to make electronic payments, but also to save information on the means of payment belonging to the citizen.
