Article is devoted to the overview of relevant technology trends of informatization of defense industry complex of Russia.
2014 - 2015
The technology specifics of the Russian defense industry complex result from structure of a MIC of the USSR. It seriously differed from foreign by the following parameters:
- completely state-owned property;
- high degree of privacy of developments;
- limited application in the civil market;
- the main emphasis on industrial production of military products for own army;
- a set of the enterprises and scientific research institute executing parallel researches.
Now to a MIC there is enlargement, and holdings produce 60% of defense products. However features of the Soviet defense industry have an effect still, including on IT sector. So, projects of automation are usually implemented at the level of the enterprises under the current projects, there is a set of the systems of design, electronic document management, but still considerable part of archives and drawings — on paper carriers.
To solve these problems, the government and holdings undertake a number of measures which become a technology trend in the Russian MIC. First of all, for decrease in the internal competition and liquidation of collateral processes holdings will organize research and production clusters. It creates premises for implementation of the uniform IT solutions and technologies intended for a wide range of users, but not the separate highly specialized enterprises.
Also there is a large-scale modernization, connected including to implementation of new CNC machines, a CAD, PLM, etc. For example, only the United Instrument Manufacturing Corporation in 2015 was going to spend 10 billion rubles for modernization. It should increase by 30% release of component parts for the space systems, precision weapons, printed circuit boards.
Transition to standard solutions
Transition of the enterprises to standard solutions becomes a relevant trend.
According to the CEO of ASCON company Maxim Bogdanov, it is simpler to operate and update such solutions. With them the risk of failures is less, it is less than problems with the retraining connected with routine of the personnel at the enterprise.
So, the solution "End-to-end 3D — Technology" of ASCON company includes a combination of methodology of application and a configuration of a PLM complex based on domestic standards. The similar systems allow to leave from a stage "as is", to a stage "as should be". Now the enterprises passed from narrow internal requirements to functionality of PLM and want to see in the systems of an opportunity for effective customer interaction of products and accounting of its requirements, - Bogdanov says. - If the state decides to invest in the accelerated development of a domestic PLM segment of IT market and, respectively, in development of the defense industry, then it will be positive shift for defense sector. According to the chief of the department of information technologies "The United Instrument Manufacturing Corporation ("UIMC") of Rostec Group of Vitaly Sazonov, at the moment defense industry selects standard solutions for such systems as ERP, a business intelligence and MDM, first of all, constructed on domestic platforms.
Growth of a share of IT solutions in the cost of defense products
It is difficult to predict the production volume of new military equipment as still not all representatives of the Russian security agencies see a trend in increases in a share of software in the final cost of products. Meanwhile abroad already faced this fact on own negative experience. By calculations of specialists of the American center AMRDEC, by 2024 cost directly "gland" in the fighting systems (the ships, airplanes, BTT, etc.) will make only a little more than 10%. At the same time terms of development of specialized software can exceed terms of design and testing of "iron" in tens of times. Most likely, this barrier will not manage to be broken without wide use of outsourcing and involvement of private companies.
Implementation of management systems of the normative reference information
The important direction is implementation of management systems for the normative reference information which allow to set standards on information management at the different levels, to effectively use the existing examination which is saved up at the enterprises.
The CEO of RT-INFORM Kamil Gazizov considers that especially it is relevant for state corporations with a layered design and large-scale cross-industry projects.

Implementation of management systems for lifecycle
Defense industry enterprises are faced by a problem of creation of automated control systems for lifecycle of arms, the military and special equipment (PZhTs VVST ACS) therefore now those products which will provide its solution are most demanded.
"It is set of classes of information systems: CAD CAM PDM, PLM ERP MES MRO HRMS , etc. I.e. are demanded products which in the conditions of cooperation of the enterprises allow to build the consistent integrated processes on design both experienced konstuktorskikh, and serial products, to purchase management and orders, to planning and dispatching of production, hardware maintenance", - the commercial director of the company "Information contact" tells Alexey Ivanov.
Growth of need for automated control systems
One of the most demanded products are the automated control systems (ACS). Within the last 10 years growth rates of the market of military and civil ACS in Russia exceed the average world level.
In 2014 the volume of the Russian market of an ACS was more than 2.5 trillion rub[1]. In the next decade its further annual growth by 10% and more is predicted. ACS of complete product lifecycle are also more and more demanded. Without them it is difficult to provide production of competitive hi-tech products. With respect thereto use of the integrated solutions connected by a uniform information circuit will annually increase.
According to Vitaly Sazonov, a problem is the lack of the unified approaches among the enterprises of defense industrial industry in developments of an ACS.
"There is no single software platform for an ACS troops and an ACS weapon, is not present domestic universal operating system for these purposes — the expert noted. — For example, the MIC has quite good backlogs in this area and based on our systems" Elbrus"and" Dawn"it is possible to create the qualitative, protected product for the defense enterprises. But in order that it occurred, strategic decisions of the top level are necessary".
Increase in a role of the advanced systems of design and modeling
The leading industries of a MIC, aviation and atomic, invest a considerable part of means in innovations. In 2020 the amount of financing of Research and Development in Rosatom should be not less than 4.5% of revenue. The aircraft occupies about 1% in the Russian GDP, but at the same time 20% of the innovative developments are directed to problem solving of this industry.
Actively the new systems of design and modeling of processes are implemented. So, the fighter of fifth generation T-50 is completely designed on the computer, but not on paper. The Rosatom State Corporation uses information models at design of power units of the NPP and ensuring work of the station for all lifecycle. Also the corporation is one of leaders in development of supercomputer solutions which are demanded in the Russian MIC. Now in the Russian defense industry supercomputers with power less than 3 petaFLOPS are used. For comparison: the most powerful Tianhe-2 computer of the National university of defense technologies of China in the world has performance of 33.8 petaFLOPS.
The value of supercomputers sharply grew today, especially in aircraft industry where it is important to find an optimal solution in the shortest possible time. For example, without supercomputers developments of the space equipment, turbines and other difficult machines are impossible today. So, time of calculation of one option at solving of tasks of the general and dynamic durability is about 140 hours with a performance of 1 petaFLOPS. For creation of aerodynamic model of the high-maneuverable warplane more than 200 days of calculations are necessary. Modeling of processes of separation of steps of carrier rockets under the same conditions will demand more than 100 days. As a result many calculations by force become simpler that serves as the reason of errors. According to experts, terms of calculations need to be reduced by 10 times to save the acceptable cost of development of the equipment and its competitiveness. It creates opportunities for domestic developers specialized program and the hardware.
Importance of information security systems
Implementation of specialized information security systems became a noticeable trend in the last two years. Can be an example the biometric Dawn system which provides personal data protection of the military personnel at the level of military units, the various systems of data protection on CNC machines, etc.
The Deputy General Manager for Research and to development, IVK company Valery Andreyev considers that protection of technology secrets is more relevant for a MIC, than in the majority of civil industries of production.
Questions of information security are of particular importance in that case when on automation objects the data which are the state secret of the Russian Federation are processed. It is just a case of defense industry enterprises where actions for protection of a state secret, certification of solutions and products, certification of automation objects, regulations of processing, work with personnel are required. One of the most relevant tasks — improvement of IT infrastructure of information systems MIC and correction of numerous negative effects of scrappy informatization due to application of the domestic certified class middleware software with the integrated information security tools. This step changes architecture of information systems, leads to many positive investigations, including in such major areas as integration a component of information systems and the future software implementation with the open code. Without it information systems just cannot be protected reliably.
The MIC is first of all cooperation, and the essence of its informatization consists in integration of separate local processes (productions, managements and so forth) in a uniform complex for improvement of efficiency and controllability, Andreyev says.
The president/chairman of the board of directors, CDC Group (the Center of Corporate Developments) Hussein Az-zari adds that "unambiguously it is necessary to develop quickly technologies of information security of all levels: from the device to use model".
