Bill "About State Services"

Despite adoption in 2011 of the concept of the electronic government, for the end of 2017 the current legislation does not regulate a question on state services in the separate law or other regulatory legal act. The bill of RT "About Public Services" is drafted. The bill defines special layer of activity of state agencies and sets the purposes and the principles of providing state services and also fixes duties of the state services of bodies and the organizations participating in providing. According to the project, public services, it is the functions performed at the request of the applicant.

The main subjects of the relations on providing state services are executive authorities. Any physical persons and legal entities can be applicants at the request for state services.

It should be noted a number of the general difficulties which take place when implementing the principles of creation of the electronic government. Tajikistan in a certain measure repeats the situation characteristic of many developing countries in which implementation of national programs of informatization often represents a set of separate local projects, and coordination of all activities for implementation of the e-government is at the insufficient level.

The success of program implementation considerably depends on scales of investments and participation of the qualified foreign consultants. By such example projects of reforming of a management system of tax and customs service, Ministry of Finance, Ministry of Labour and Social Protection of the population and some other, obviously selected this stage as priority are most successfully implemented. When implementing such projects there is at first a review and reforming of an essence of business processes, and only then their automation.

In some other, less large-scale projects, the emphasis is placed on creation of new regulatory legal acts and so-called "computerization" of the existing processes so far. Concentration on a technical component of projects is complemented with a lack of qualitative human resources (a staff turnover, low motivation and as a result insufficient potential of competence). As a result in a number of structures there are serious difficulties in reorganization of business processes as such.

In other words, the general system architecture of public administration and providing public services to citizens, changes much more slowly, than in general there is implementation of ICT. The most part of the implementable ICT projects, are focused in the direction of G2G so far, and the level of reforming of services for citizens still low.

The portal of the e-government, the overview of departmental IT projects is started

In Tajikistan the portal of the electronic government hukumat.tj/glav/taj in which information of public authorities and other information services which they provide is placed is created.

For development of the electronic government in RT a number of projects were implemented:

  • The Uniform electronic Register of information and data according to licenses and permissions (ijozat.tj) containing complete and reliable information about process of obtaining licenses and permissions for separate types of activity in the Republic of Tajikistan is created;

  • At Tax Committee the recording system of legal entities and individual entrepreneurs Single window is implemented;

  • The system of electronic tax declaring allowing payers to facilitate process of a reporting preparation is implemented and to completely automate process of submission of tax declarations to tax authorities (andoz.tj, www.mbma.tj);

  • The joint project of Executive body of the government of Dushanbe and Public Fund "GIPI" – "Mo Metavonem is implemented!". The website of this project (mometavonem.tj) represents an electronic reception of citizens' appeals concerning quality of work of capital utilities. By means of work of the portal the efficiency of municipal services of the capital is under personal control of the mayor of Dushanbe now;

  • The centralized bank of legal information of the Republic of Tajikistan of Adliya (adlia.tj) intended for professional users who in the work use information of normative and legal character is created: lawyers, auditors, tax consultants, accountants and entrepreneurs;

  • At the Ministry of Finance of RT and customs service corporate information systems are developed for business process automation and connection of all remote divisions and in the long term integration of interdepartmental relationship;

  • The Ministry of Finance of RT implements the Project of upgrade of management of public finances (www.pfmmp.tj);

  • The project of Customs service at the Government of RT the Single window according to import, export and transit procedures is in development process";

  • At management of public service at the President of the Republic of Tatarstan the information system according to the register of public servants is created; Government ICT network, register of public servants;

  • The "National Database of Vacancies" project of the State agency of social protection, employment of the population and migration, the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan – kor.tj is implemented;

  • The project of administration of Khatlon Region and OO of Matem – "For the aid to the unemployed on employment" – dastrasi.tj, an information resource of vacancies and the database of specialists in Khatlon Region;

  • Program of a computerization of the main and high schools, Uniform center of testing, ISUO, Ministry of Education of RT;

  • Program of the address social help, program of reform of the pension system, Ministry of Labour and Social Protection;

  • ISUZ, the Ministries of Health of RT[1].

2014: The state program of development of ICT is approved the government decree

The state program of development and implementation of information and communication technologies in the Republic of Tajikistan for 2014-2017 (The government decree of the Republic of Tajikistan of July 3, 2014, No. 428).

2011

The concept of the e-government is approved the government decree

The concept of formation of the electronic Government in the Republic of Tajikistan (2012 - 2020) approved as the government decree of the Republic of Tajikistan of December 30, 2011 N 643.

The body performing regulation, control and coordination of the Concept of formation of the electronic government in RT is the information and technical center of Executive office of the President of the Republic of Tajikistan.

Also a number of the state ministries and departments deal with these issues, the Ministry of Economic Development and Trade of RT, the Communication service at the Government of RT, etc. are basic of which.

Coordination of actions of all relevant ministries and departments, is performed within Council for information and communication technologies at the President of the Republic of Tatarstan. Council for information and communication technologies at the President of the Republic of Tajikistan (further – Council) is the supreme leading and coordinating body in the field of development of information and communication technologies, implementation of the state information policy and formation of the electronic government in the Republic of Tajikistan.

Main objectives of formation of the electronic government in the Republic of Tajikistan are:

  • increase in efficiency of activity of executive bodies of the government and management due to wide use of ICT;
  • quality improvement and availability of the public services provided to citizens and the organizations;

simplification of procedures and reduction of terms of rendering public services and also decrease in the administrative costs connected with providing these services;

  • increase in availability of information on activity of executive bodies of the government;

formation of a single system of information exchange, using electronic information resources and a continuous communication with a system and limited network of accounting of all users;

  • economic incentives of use of the Internet and modern information technologies.

Execution of tasks of the electronic government to promote in the solution of the following tasks:

  • development and deployment of the functional information and analytical systems (IAS) supporting process of acceptance of management decisions within separate executive bodies of the government;
  • automation of interdepartmental interaction in the course of acceptance of management decisions;

automation of procedures of providing public services;

  • increase in openness of information on activity of executive bodies of the government, expansion of the accessibility and direct participation of citizens, the organizations and institutes of civil society in procedures of formation and examination of the decisions made at all levels of public administration;
  • quality improvement of administrative and managerial processes;
  • ensuring efficiency and control of results of activity of executive bodies of the government;
  • ensuring required level of information security of the electronic government at its functioning;
  • development and broad application in activity of executive bodies of the government of means of ensuring of remote access of citizens and the organizations to information on activity of executive bodies of the government;
  • elimination of 'digital inequality' (inequality among citizens in use of information and telecommunication technologies determined by social and economic distinctions and the geographic location) which is one of the central problems of ensuring efficiency of the electronic government and is implemented by means of development of ICT of infrastructure (territorial development of communication networks, communication quality improvement, a population computerization, development of the Internet in the territory of the country).

The solution of assigned tasks is performed in the following main directions and mechanisms of implementation of the Concept:

  • creation of the necessary regulatory legal base of formation of the electronic government, including creation of uniform infrastructure of ensuring legally significant electronic interaction;

  • formation of basic components of infrastructure of the electronic government;

  • formation and development of electronic services of executive bodies of the government;

  • creation and development of interdepartmental and standard departmental information systems;

  • creation and development of information resources and systems of executive bodies of the local government;

  • development of the systems of ensuring access of citizens to information;

  • development of the portal and gateways of the electronic government;

  • creation of the state automated system of resource management;

  • ensuring protection of information infrastructure;

  • improvement of staffing of the electronic government;

  • development of architecture, formation and development of base of standards in the field of ICT.

Uniform requirements for the websites

Order of uniform requirements for the websites and local computer networks of state bodies of management (The government decree of the Republic of Tajikistan of April 1, 2011, No. 166).

2004: The government decree about the program of an infobezopasnost

Government decree of the Republic of Tajikistan of June 30, 2004, No. 290 'About the Program of information security support of the Republic of Tajikistan'.

2003: Decrees of the president on ICT strategy and an infobezopasnost are adopted

  • The decree of the President of the Republic of Tajikistan on November 7, 2003 No. 1175 "About the concept of information security of the Republic of Tajikistan".

  • Decree of the President of the Republic of Tajikistan of November 5, 2003, No. 1174 "About the state strategy information and communication technologies (ICT) for development of the Republic of Tajikistan".
