Statistics of use of ICT in a public sector of Russia

The Federal State Statistics Service (Rosstat) from year to year testifies increase in penetration of infocommunication technologies into public authority, the industries of higher education, health care and social protection. Also indicators of use of high technologies for all organizations of the country in general change what these researches "Russia in Digits" testify to.

According to Rosstat for 2013:

  • 86.9% of public authorities of territorial subjects of the Russian Federation and local government authorities used digital signature facilities,

  • 74.6 percent used electronic document management systems,

  • 49.2 percent of total amount of document flow of public authorities of the subjects of the Russian Federation and local government authorities were performed electronically.

At the same time departmental electronic document management systems often do not provide legally significant exchange of documents, and security of the public and municipal servants with certificates of keys of verification of electronic signatures remains at a low level.

Access to the broadband Internet low

At the end of 2013, according to Rosstat, insufficient is use of the computer equipment and broadband access to the Internet in public authorities of the subjects of the Russian Federation, local government authorities and the social sphere, especially in sparsely populated and hardly accessible areas. The share of the bodies using broadband access to the Internet, in a total quantity of the specified bodies according to data of Rosstat for 2013 makes:

  • on average 50.3 percent,
  • share of the organizations and households - 79.4 percent and 56.5 percent respectively.

The shortage of qualified specialists in the field of information technologies remains.

Only 5% gosusulug have electronic forms and many do not work

Since 2010 one of the most important directions of regional informatization is ensuring providing the public and municipal services electronically. However, despite considerable expenses, according to monitoring of quality of providing the public and municipal services electronically for 2013, carried out by the Ministry of Economic Development of the Russian Federation, forms of receiving the specified services in the federal state information system "Uniform Portal of the Public and Municipal Services (Functions)" are implemented less than for 5.5 thousand public and municipal services (that makes 5 percent of a total quantity of services of public authorities of the subjects of the Russian Federation placed on the Uniform portal), at the same time their considerable part is disabled that results in impossibility of remote receiving the public and municipal services by citizens.

As of the beginning of 2014 of 40 percent of regional portals of the public and municipal services (further - regional portals) recording systems and the authorizations incompatible with a federal state information system" the Unified identification and authentication system in infrastructure use, providing information and technology interaction of the information systems used for providing the public and municipal services electronically" that results in impossibility for citizens to use one account for receiving the public and municipal services on different portals.

IT in health care and formation of the subjects of the Russian Federation

Considerable expenses are incurred on implementation of ICT in branches of the economy and the social sphere of the subjects of the Russian Federation, first of all in health care and education. However formation of information and telecommunication infrastructure of public authorities and also public and municipal authorities is often performed separately, does not consider need of joint works of information systems are also not always directed to quality improvement of the public and municipal services provided to citizens. It leads to the unreasonable growth of number of used hardware-software solutions, to excess expenses also reduces efficiency of use of information and communication technologies in regions.

Different level of budgeted expenses of regions of the Russian Federation on informatization remains. In terms of one inhabitant the specified expenses differ more than by 100 times - from 2.5 thousand rubles in Moscow up to 22 rubles in the Chechen Republic on one inhabitant a year.

In 2013 "Russia in digits 2013" data are provided in the collection around the inspected organizations practically of all types of economic activity (without small business entities). As Rosstat analyzes data with big delay, in 2013 key indicators for 2011 are provided to comparison with previous years.

On the state industries data are provided on the following categories: "public administration, ensuring military security, social insurance" (further in the text "state administration"), "higher education" (further in the text "education", "health care and providing social services" (further in the text "health care and sots services").

So, for example, if in 2008 93.7% of the organizations inspected by Rosstat had the PC, in 2010 like those there were 93.8%, 78.3% of the organizations, and in 2010 - already 82.4% used the Internet in 2009. Also the number of the organizations using local computer networks, e-mail, having own websites grew.

According to joint survey of the Institute of Development of Information Society (IDIS) and Microsoft, the level of ICT competences of Russians lags behind the Central European indicators today, but this gap is quickly reduced. Since 2008 the difference in a share of Internet users in Russia and the countries of the European Union (EU) was reduced more, than twice. At the same time significant lag still takes place as quantitative (number of computers to the population), and qualitative (as technologies, state services in electronic form are used).

Today in Russia at least once a week 58% of the population while in the EU this indicator is 69% use the computer. Approximately the same ratio and between Internet users: 56% in Russia and 68% in the EU.

The leader in mastering of information and communication technologies in Russia, certainly, is the youth. At the same time need of citizens of modern Russia for use of technologies for the solution of the personal and professional tasks is rather high. ICT competence even more often is required at employment.

As for directly budget industries which interest us more, here Rosstat gives the following picture. Among the organizations of public administration the indicator of use of the PC grew from 2009 to 2010 from 98.1 to 98.3%, an indicator of use of the local computer networks (LCN) – from 58.2 to 67.6%, an indicator of use of the Internet – from 75.6 to 83.2%. At the same time the number used in such PC organizations by 100 workers increased from 73 to 80 pieces, and the number of the organizations having own website grew from 19.2 to 24.6% of a total quantity.

In the industry of higher education an indicator of use of the PC during the period from 2009 to 2010 from 98.5 to 98.8%, an indicator of use of a LAN - from 87.8 to 91.3%, use the Internet – from 96.2 to 97.1%. At the same time the number of the PCs used in universities on 100 workers from 88 to 92 pieces, and number of the universities having own website grew from 74.3 to 77.2% of total number.

In the industry of health care and providing social services indicators of use of high technologies remain the lowest. If in 2009 the indicator of penetration of the PC in such organizations was 98.1%, then in 2010 it even decreased and made 98%. The indicator of use of a LAN for the same period grew from 70.4 to 80.4%, and an indicator of use of the Internet – from 89.5 to 93%. At the same time the number of the PCs used in the organizations of the industry on 100 workers grew from 14 to 16 pieces, and the number of the organizations with own website – from 12.8 to 18.1%.

Above and above the listed data confirm, certainly, positive dynamics of penetration of infocommunication technologies in the field of public administration and the budget sphere, however, it is necessary to understand that the parameters specified by Rosstat are "the average temperature on hospital" as the situation in single territorial subjects of the Russian Federation in the organizations of the same activity level can cardinally differ.
