The Ministry of Digital Development and Communications of the Novosibirsk Region is the regional executive body of state power of the Novosibirsk Region, which performs the functions of implementing a unified state policy and regulatory legal regulation in the fields of digital transformation of socio-economic activities, information and telecommunication, information and end-to-end digital technologies, information security, intersectoral coordination of the development of the information society and the formation of electronic government of the Novosibirsk Region.

History

2023: Change of the region's digital transformation officer

The Governor of the Novosibirsk Region, Andrei Travnikov, during an operational meeting of the regional government in early July 2023, announced the redistribution of areas of responsibility between his deputies "in accordance with relevant tasks and ensuring convenience in working with federal departments." 2021

Powerful DDoS attack

The Ministry of Digital Development and Communications of the Novosibirsk Region survived the most powerful DDoS attack in 2 years, as a result of which the government's sites did not work or functioned intermittently. This was reported in the department on February 20, 2022.

It is clarified that the DDoS attack was recorded on December 12, 221. It was aimed at many information systems, and not at any specific resource.

The Ministry of Digital Science of the Novosibirsk Region survived the most powerful DDoS attack in 2 years

According to the Novosibirsk Ministry of Finance, which were released in February 2022, in general, over the past two years, more than 20 large DDoS attacks have been registered on the information resources of the regional government, in January 2022 - 10 attacks of varying power and duration. Their average power was no more than 2 Gbps, the duration was no more than 30 minutes.

More than 80% of them were reflected due to configured filtering of traffic on the backbone equipment of the regional government and services from the Anti-DDos operator.

In most cases, these attacks led to temporary degradation of the communication channel and a decrease in performance when accessing services - the main load fell on the trunk equipment. After DDoS attacks stopped, services were restored within 5-10 minutes.

On January 31, 2022, the services of the government of the Novosibirsk region were subjected to waves of hacker attacks. The first was recorded at 8:15. The work of medical systems was disrupted, which complicated the already difficult situation in medical institutions - the load on the primary link increased several times due to the fifth wave of the COVID-19 coronavirus pandemic.

The Minister of Digital Development and Communications of the Novosibirsk Region, Sergei Tsukar, said that by February 2022, the capacities of the data processing centers of the regional government were reoriented as much as possible to ensure the operation of the Medical Information System and the Unified Register.[1]

"Optician" sued the Ministry of Digital Science of the Novosibirsk Region almost 200 million rubles

On September 16, 2021, it became known that the design and construction company Optikom sued the Ministry of Digital Development and Communications of the Novosibirsk Region for almost 200 million rubles. Read more here.

Cartel conspiracy charge

On March 9, 2021, the Office of the Federal Antimonopoly Service (FAS) in the Novosibirsk Region announced the disclosure of the cartel during the implementation of the national project "Digital Economy."

According to the ministry, the regional Ministry of Digital Development and Communications, as well as the PSK Optikom and Optikom companies, entered into a conspiracy during tenders for the development of information and telecommunication infrastructure in educational organizations of the Novosibirsk Region. As a result of the tender, a contract was signed in the amount of 394 million rubles at a maximum price of 398 million rubles.

FAS revealed cartel collusion with the participation of the Ministry of Digital Science of the Novosibirsk Region

As a result of the audit carried out by the antimonopoly regulator, the facts of illegal activities of the customer and the contractor were revealed, such as the approval of the draft terms of reference before the publication of the notice of bidding and the formation of the initial (maximum) price based on the proposal of one person.

Also, the FAS said in a statement that the contractor had the opportunity to start performing work before the publication of the notice of bidding and received assistance from the Ministry of Digital Science in performing the work until the publication of the notice of bidding.

The FAS recognized the Ministry of Finance of the Novosibirsk Region, PSK Optik LLC and Optik LLC as having violated paragraph 1 of part 1 of article 17 of the Law "On Protection of Competition."[2]

2019: Transformation of the Informatization Department into the Ministry of Digital Development and Communications

In July 2019, the Governor of the Novosibirsk Region Andrei Travnikov signed a decree on renaming the Department of Informatization and Telecommunications Technologies to the Ministry of Digital Development and Communications. In August 2019, an order was signed on the appointment of Anatoly Dyubanov as head of this ministry.

The Department of Informatization and Development of Telecommunication Technologies of the Novosibirsk Region performed the functions of a state customer in the procurement of goods, performance of works, provision of services in the field of informatization and communication, technical protection of information and use of information and communication technologies for the state needs of the Administration of the Governor of the Novosibirsk Region and the Government of the Novosibirsk Region, control department of the Novosibirsk region, department of affairs of the Governor of the Novosibirsk region and the Government of the Novosibirsk region, as well as for the needs of the regional executive bodies of state power of the Novosibirsk region as part of the implementation of programs, plans and projects for informatization in the Novosibirsk region.

The regulation on the new ministry was approved in August 2019.
