The Moscow Committee for State Services is the executive authority of the city of Moscow coordinating the transfer and provision of services to citizens and business electronically which is responsible for increase in convenience and reduction of dates of receipt of public services and supervising the project of online votes "The active citizen".

2015: Elena Shinkaruk replaces Alexey Stepanov at the head of committee

On March 10, 2015 within the meeting of presidium of the Government of Moscow the capital city's mayor Sergey Sobyanin announced staff movements in a number of the Moscow departments. In particular, the head of committee of public services Alexey Stepanov was relieved of the post. Elena Shinkaruk is appointed to Stepanov's position.

"He [Stepanov] not bad worked, in Moscow was created more than hundred MFC on providing public services. Millions of people use these services" — the Mayor of Moscow emphasized.

At this time in the capital 104 centers of state services. They are open for visitors Monday through Sunday from 8 a.m. till 8 p.m. without lunch and days off.

2008: Creation of committee

The Government of Moscow approved Regulations on the Moscow Committee for State Services. The resolution of August 5, 2008 N 710-PP is published on the official site of the Moscow mayor's office.

The new committee submits to the Government of Moscow and became "implementing urban policy in the field of providing the public services connected with issue of required documents in the mode of "one window" and regularly".

Main objectives of work of committee are:

  • implementation and improvement of the principle of "one window" in work of executive authorities, public institutions, state unitary enterprises of the city of Moscow and, as a result, simplification of procedures of preparation, approval and issue of different documents;
  • creation of service centers of the population and the organizations for the principle of "one window" in the territory of administrative districts and the districts of Moscow and also complex ensuring and development of activity of the specified Centers;
  • development and holding actions for improvement of process of execution of the state functions and rendering public services by executive authorities of the capital and city organizations, including for the principle of "one window".
