2019: Result of use of the equipment of Rostec: issue more than 7 million biopassports

More than 7 million foreign passports of the next generation were issued by the Data Processing Center (DPC) of the State system of migration and registration registration World. On October 4, 2019 reported about it in State Corporation Rostec.

As of October, 2019 in the DPC put into operation in 2016 by Scientific Research Institute Voskhod exclusively domestic ADP equipment based on the Elbrus platform created by Avtomatika Concern of State Corporation Rostec and the software of the Russian development is used. In total as a part of data center - 130 servers of architecture Elbrus.

Use of the Elbrus platform confirmed possibilities of creation of a modern complex information system on domestic element base. This project opened the market for the Elbrus platform, made it demanded in state companies and federal bodies. The operating experience of DPC shows its high fault tolerance and performance. Not casually this platform competes when implementing projects in the field of processing of Big Data and solving of tasks to the high level of information security on equal terms, – the chief executive of State Corporation Rostec Oleg Yevtushenko said.

As a part of DPC World storage systems, a cluster of database systems, application servers are implemented, the monitoring system and service support is organized. The project of DPC World allowed to create a technical backlog for expansion of scope of the Elbrus servers. As noted, thanks to the new software and its optimization for architecture the gain of performance of different components of a system, depending on a task, made Elbrus to 3300%.

The DPC appeared as a result of the state program on import substitution. It is the country's first state system of such scale implemented on completely domestic microelectronic base. The developed platform is founded on the Russian software, including on the basis of software with open source codes, and completely works on the Elbrus-4.4 servers. For October, 2019 using this platform over 7 million foreign passports of the next generation are issued, – the deputy CEO of Scientific Research Institute Voskhod Igor Gritsayev reported.

2017

Migration on a domestic hardware platform and the free software

Within the import substitution program of Scientific Research Institute "Voskhod" transferred the interdepartmental redundant data processing center (IRDPC) — a core of the state system of production, registration and control of passport and visa documents of new generation — with foreign program and the hardware to the free software and the equipment of the domestic companies. A system is better known under the name "World".

In architecture of MRTsOD the free software was initially used, but the most important component was implemented on the western industrial solutions of IBM. Now as the software PostgreSQL, Ceph, Apache ActiveMQ, Redis, Zabbix, OTRS and other solutions are used. The hardware platform is built on the Elbrus servers and the equipment of other domestic manufacturers. It is the Russia's first data processing center operating over 130 servers based on domestic processors. The equipment is placed in own data center of Voskhod which specialists ensure smooth operation, support and development MRTSODA.

Upgrade of Elbrus OS

  • Support of the equipment, in particular, RAID- controllers and high-performance network interface cards;
  • Support of new file systems, adding and updating of system scripts and different utilities;
  • Adding and updating of versions of the middleware in a distribution kit with adaptation under features of the platform and a distribution kit;
  • Completion of the program of initial start for support of a new configuration of the equipment.

Completion of the middleware (PostgreSQL, Ceph and OpenJDK)

The significant completions connected with performance improvement are carried out:

  • the new compiler of the C and C languages ++ is used;
  • bottlenecks in OS kernel, important for this software are revealed and eliminated;
  • are made for the most critical code locations platform and dependent optimization, the adaptation of the application, and adding of instructions including both to the compiler on optimization of the produced machine code;
  • a number of the significant completions affecting stability of work of all complex under loading is carried out

Results of completion of the middleware

  • As a result it was succeeded to reach the set middleware performance measures
  • The gain of performance of different components varied from 7% to 3300%
  • The greatest gain - the completions connected with execution of Java code

Results:

  • Scientific Research Institute Voskhod the first in Russia started the full-fledged DPC constructed on architecture processors Elbrus in work.
  • More than 130 servers are used. Trial operation is conducted since May 15, 2017 and shows indicators of high fault tolerance and performance
  • At the moment using the new platform over 2 million foreign passports of new generation are issued.

Import substitution of MRTsOD

  • The equipment of DPC is substituted (servers based on architecture Elbrus);
  • The software used in an automated system is replaced (with domestic or free analogs);
  • The application software of MRTsOD was certified according to requirements of regulators;
  • After transfer of DPC to trial operation its software is on service support of federal state budgetary Institution Scientific Research Institute Voskhod

2010: Tender

In September, 2010 the Ministry of Telecom and Mass Communications of the Russian Federation announced an open competition on execution of works on start of the first stage of the interdepartmental reserve data processing center (IRDPC) and completion of the special software (SS) for a design, issue, replacement and accounting of the issued passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the Russian Federation.

The aggregate value of all works on the government contract which are required to be executed in time till December 15, 2010 is estimated at 60 million rubles. The federal budget acts as a financing source of works. Order taking from potential contractors is open till October 19. Consideration of competitive offers will take place the 26th. Assessment and comparison of requests of bidders are outlined for November 2.

As stated in the tender documentation, according to the order of the Government of the Russian Federation of March 15, 2005 No. 277-r in a number of federal public authorities works on creation of the state system of production, a design and control of passport and visa documents of new generation (GS PVD of NP, or the system of biopassports) are conducted now. A system is intended for the automated collecting, storage, processing and information transfer of personal accounting of citizens and also other service information necessary for a registration, issue and control of the passport and visa new document standard. However in connection with incompleteness of creation of an interdepartmental segment the system of biopassports works in the emergency mode. At increase in number of the issued passports and in the absence of the central database on MRTsOD a system can lose working capacity.

For prevention of loss of functionality of a system of biopassports it is necessary to provide start of the first stage of MRTsOD. As expected, it will allow to execute data transfer about the issued PVD of NP which are saved up in a departmental segment of FMS of Russia in MRTsOD will increase high-speed performance and reliability of work of the federal data processing center (FDPC) of FMS of Russia and territorial subdivisions of FMS of Russia.

Thus, the purposes of works on the government contract are: start of the first stage of MRTsOD of federal level for information storage about the issued PVD of NP; data transfer, saved up in a departmental segment of FMS of Russia, in DBMS working at the MRTsOD resources; prevention of overflow of disk space of a software and hardware complex of FTsOD FMS of Russia using infrastructure of MRTsOD; upgrade of Open Source of a departmental segment of FMS of Russia based on operation.

For achievement of effective objectives the contractor will need to solve the following problems: upgrade of Open Source of a departmental segment of FMS of Russia based on operation, release of the upgraded version of Open Source for installation on MRTsOD and objects of a departmental segment of FMS of Russia, including FTsOD FMS of Russia; carrying out commissioning of one MRTsOD node; work on installation of the upgraded Open Source on resources of MRTsOD and FTsOD of FMS of Russia, converting of the saved-up data in the databases working at the MRTsOD, FTsOD resources of FMS of Russia and using the new improved format for data storage.
