2016

In the Voronezh region, Abubakar Arsamakov became widely known after the scandal in the 2016 State Duma elections. Then it turned out that at two polling stations in Transnistria, which were assigned to the Voronezh region, 4 thousand votes were received by Fair Russia, the locomotive of the regional list of which was Arsamakov, Vesti Voronezh writes. This allowed him to get the mandate of the deputy. It turned out, however, that voters actually gave these votes for United Russia, and in the election commission they "messed up something." The scandal that broke out cost a place in the State Duma to Abubakar Arsamakov, and Vladimir Selyanin - a post at the head of the Voronezh regional election committee.

In December 2019, the Central Bank demanded that Abubakar Arsamakov and his top management pay off losses of the Moscow Industrial Bank (MINnB) by 195.3 billion rubles. Now the bank is owned by the Central Bank. But Arsamakov does not consider himself guilty and left Russia.

2020

Recovery of 198 billion rubles from the ex-management of MINnBank

At the end of August 2020, the Moscow Arbitration Court, at the suit of the Central Bank of the Russian Federation, recovered more than 198 billion rubles from the ex-leadership of the Moscow Industrial Bank (MINnBank), which is undergoing reorganization. We are talking about a record amount of losses that has ever been recovered from the former owners of a credit institution in Russia.

The Central Bank of the Russian Federation filed a lawsuit against the ex-beneficiary of MINnBank Abubakar Arsamakov, his son Adam, former vice president of the bank, Tatyana Borisova, Vladimir Katunin, Mikhail Kurbatov and others - only 18 people.

This is the first verdict in a series of claims for the recovery of losses that were filed by the Central Bank against the former heads of banks sanitized through the Banking Sector Consolidation Fund (FCBS, the structure of the Central Bank).

After the Bank of Russia acquires an additional issue of MINnBank shares, it will ensure compliance with its capital adequacy ratios, taking into account the required capital adequacy allowances. The measures already carried out within the framework of the participation plan made it possible to stop the outflow of customer funds and ensure the operation of MINnBank in standard mode, the regulator said.

Initially, the lawsuit indicated a smaller amount of claims of 195.7 billion rubles, but subsequently during the court hearings the Central Bank raised it to 198.1 billion rubles.

Earlier, the arbitration court of appeal arrested the property of Abubakar Arsamakov and other former top managers of the credit institution. The plaintiff requested interim measures, citing the fact that the defendants, in the period six months before the introduction of the interim administration in MINnBank and after its entry, carried out a "massive withdrawal of property."

MINnB itself is also suing Abubakar Arsamakov, who wants to invalidate banking operations to issue funds to him. The claims of the credit institution amount to 104.5 million rubles, $500 thousand and 1.89 million euros. [1]
