Biography

Illarionov Alexey Viktorovich

Was born in 1966. In 1988 graduated from the Leningrad polytechnical institute majoring in Applied mathematics.

Labor activity of the beginnings in 1989 the engineer of the Central research Institute of Technology. Then worked in commercial structures in the field of automated control systems.

2005: Appointment of the Russian Railway as the Chief information officer

In 2005 Illarionov was appointed the head of the department of corporate informatization of the Russian Railway. Since March, 2007 – the head of the department of informatization and corporate management processes of the Russian Railway.

In 2009 it was included[1] to a reserve of administrative staff, being under patronage of Dmitry Medvedev who was at that time the president.

In October, 2010 Illarionov gave an assessment[2] of IT infrastructure for which he is responsible: "In the Russian Railway one of the largest in the country of information complexes - 64 mainframes, more than 300 corporate servers, amount of memory of storages – more than 2 PB, more than 280 thousand PKU is exploited". According to him, in the company of 12 thousand employees are engaged in informatization of the company and more than 4 thousand information systems (IS) which have different scale, including "unprecedented by the size and not having analogs in the world" are operated.

In November, 2012 it is appointed the vice president of the Russian Railway.

"Alexey Viktorovich is responsible for two activities. The first direction — development and improvement of a corporate management system of Russian Railways company, it means improvement of business processes of the company, the system of key indicators of activity, increase in system effectiveness of management in the company. The second activity — information technology development, program implementation of informatization of the Russian Railway, development and deployment of automated systems", - the head of the department of informatization of the Russian Railway Andrey Pavlovsky[3] told in 2014 in an interview of CNews].

The IT budget which was managed by Illarionov was estimated by him at "0.6-0.7%, at most 1% of all capital costs of holding". In 2012 it made 18 billion rubles.

2015

Dismissal from the Russian Railway

In November, 2015 the Russian Railway reported that Alexey Illarionov was exempted from the duties "in connection with the expiration of the employment contract". Together with it one more vice president - Alexander Tselko - "in connection with a job change" was exempted from duties. Their powers in board are stopped.

Alexey Illarionov's dismissal happened about 3 months later after change of the head of the Russian Railway:Vladimir Yakunin left in August, 2015. Instead of him this post was held by the First Deputy Minister of Transport Oleg Belozerov.

In December, 2015 Evgeny Charkin was appointed the CIO of the Russian Railway.

Mentioning in the conflict of staff of TransIT company

TransIT company began to perform works on contracts with the Russian Railway after Vadim Moskalenko till February, 2015 working as Alexey Illarionov's deputy in the Russian Railway became her co-owner through Universum company.

In addition to the relations "customer contractor" between the Russian Railway and TransIT there was also a physical proximity. The office "TransIT" located in Moscow in the building at the address Kalanchevskaya St., 13. The similar address is specified as actual at Department of informatization of the Russian Railway. In the same building there is also an office OCVR.

After Alexey Illarionov's leaving the Russian Railway in November, 2015 number and volume of government contracts TransIT and the Russian Railway declined.

According to ex-employees TransIT, in 2016, after dismissal from the Russian Railway, Alexey Illarionov took part in activity of the company what working correspondence testifies to.

In April, 2017 TAdviser wrote to Illarionov the letter with questions of a situation to TransIT. He in reply reported that he has no relation to this company, and earlier interacted with it in a number of projects for the Russian Railway, also as well as with other developers.
