Herman Sergeyevich Klimenko (was born on December 7, 1966, Moscow) is the director and the owner of Liveinternet company. Creator and head of the banner LBE system, TopList counter, directory of websites List.Ru.

After appointment of the president Klimenko as the adviser transferred shares in the business assets which were available for it to the son.

One of the last projects of Klimenko – telemedicine service "The Third Opinion" which should carry out the cloud analysis of medical images. For this purpose Klimenko together with already former head of the Association of the Companies of Internet Trade (ACIT) Alexey Fedorov organized Fund of Institute of development of the Internet. Carrying out ICO (primary placement of tokens), during which creators of the project wanted to attract $100 million, was planned ^[1].

1995: Creation of RK-Audit company

In 1995 he got an education of the economist in Higher School of Economics. In 1995 registered home auditing company "RK-Audit". For January, 2016 his mother — Evgenia Klimenko appears its 100 percent owner.

1996: Creation Yuragentstva, managing director of Russian Credit bank branch

In 1996 it opened the legal agency Yuragentstvo LLC (for January of the 2016th at Klimenko in it 80% and 20% at "RK-Audit").

— It was in 1998. I had an auditing firm, and I conceived it to advertize on the Internet. I even itself drew design of the website. And then Yahoo had a popular directory — Klimenko remembers. — Purchased the domain list.ru Then to me the idea of Rambler to click buttons and to receive statistics seemed interesting. "Rambler" considered then only hits (the number of visitors. — Izvestia). We made refer (showed from what search queries and from what websites users come. — Izvestia).

In a year the project was sold for $1 million to Yury Milner.

Purchase of a share in the Quota bank

At the end of 1998 Klimenko purchased a share in the Quota bank (in 2014 it is renamed into Ivy bank).

— Purchased on credit after crisis of 1998, banks then were surprisingly cheap — the businessman remembers.

2000 — 2008: Managing director Quota bank

From 2000 to 2008 Klimenko was the operating this bank. For January, 2016 Klimenko vladek 10% of bank shares (6.158% — through 3dnyyus LLC and 3.815% — directly). In addition to Klimenko three more legal persons and seven natural persons among whom the deputy director general on social and political broadcasting of JSC Channel One is Oleg Volnov (10%) own bank. The new co-owner offered that each of two owners will give 8% to Aleksandra Ordzhonikidze on condition that she will remain the project manager. — Such arrangement is, and it appeared at once as soon as Herman agreed to the proposal of the president. Agreed on the price — Ordzhonikidze tells. — The control share will change nothing: I in 2003 agreed to be the managing director only on condition that solely I manage, and both senior partners have only an advisory capacity.

Liveinternet start

Then, in 2003 Klimenko started Liveinternet blogging platform, having taken the website LiveJournal gaining then popularity for the idea, and in the 2005th the service of statistics Liveinternet began to work at the same domain.

For January, 2016 the platform, according to Klimenko, belongs personally to it. Through what legal persons, he did not begin to specify. According to data of Whois, the owner of liveinternet.ru is the Ventail Limited company. Average daily attendance of the website — about 1.2 million. On this platform there is also a buyer, Klimenko reported, but his son — Yury Klimenko will manage the project. Finam estimated the project at 640 million rubles.

2013: Purchase of pioneer camp

At the beginning of the 2010th German Klimenko purchased for $120 thousand summer camp Artek (about 2 hectares of the earth) in Tula region. The camp was in quite shabby status. 2014

Mediametrics start

In February, 2015 German Klimenko headed Institute of development of the Internet which was created with assistance of the deputy manager of Presidential Administration Vyacheslav Volodin. 2016

The Adviser to the President of the Russian Federation on Internet economy

On January 4, 2016 Klimenko is appointed to the position of the Adviser to the President of the Russian Federation. According to the law, he cannot do business therefore as he told Klimenko, it will give a part of the assets to management to the son — to Yury Klimenko, and a part will sell. As German Klimenko explained, the auditing firm of his mother will study all his assets including about what he forgot. Klimenko explained that he made investments earlier or opened "for the test" accounts in different banks.

According to Article 11 of the law "About Bases of Public Service of the Russian Federation", Klimenko has no right "be engaged in other paid activity, except pedagogical, scientific and other creative activity now; be engaged in business activity personally or through authorized representatives, receive the royalties for publications and performances as the public servant".

At the time of position assignment of the adviser to the president the list of assets of German Klimenko is very extensive, in his investment portfolio there are companies from different spheres — shares in bank, the real estate, the Internet companies, media, etc.

2017: Loss of the license of Ivy of bank

In May, 2017 the Central Bank of Russia revoked the license for banking activities from the Moscow credit institution of Ivy bank (before Kvota-bank) which part of shares the adviser to the president for programs of development of the Internet German Klimenko held at this time.

According to the Central Bank, Ivy bank is captive, in other words "pocket" bank, i.e. services the interests of one certain structure. On June 13, 2018 Vladimir Putin signed the decree according to which German Klimenko is dismissed the Adviser to the President of the Russian Federation.
