Biography

Alexey Telkov was born in 1981.

Education

He graduated in 2004 from Moscow State Technical University. N.E. Bauman with a degree in Radio Electronic Systems. He has an MBA from the Stockholm School. Economics, fluent in English.

Career

2002-2006

In the period from 2002 to 2006 he worked at OJSC VimpelCom as an engineer, group leader and department head. In 2006, he moved to Tele2 Russia as a manager of technical projects, in 2011 he was appointed director of technical operations.

2014-2015

On January 14, 2014, the Ministry of Communications and Mass Media of the Russian Federation announced the appointment of Alexei Telkov to the post of Director of the Department of Infrastructure Projects. Alexey Telkov's main responsibilities included the development of infrastructure projects in the telecommunications industry.

In February 2015, Alexey Telkov, Director of the Department of Infrastructure Projects (PIA) of the Ministry of Telecom and Mass Communications, left the department a year after his appointment and returned to the ranks of the mobile operator Tele2 Russia.

2020

In July 2020, it became known that Alexey Telkov, technical director of Tele2 in Russia, could be appointed to the post of deputy head of the Ministry of Telecom and Mass Communications. Potentially Telkov will be able to oversee the telecommunications industry in the ministry

The fact that Alexei Telkov may be appointed to the post of Deputy Minister of Digital Development, Communications and Mass Media, RBC was informed by two sources close to the ministry, as well as interlocutors in one of the telecommunications companies and in the information security market. He can take the place of Oleg Ivanov, who will leave the Ministry of Telecom and Mass Communications, two interlocutors of RBC noted. Two more interlocutors of RBC claim that Ivanov will remain in the ministry, but powers will be redistributed between the deputy ministers. In particular, the direction of information security, which was supervised by Aleksei Sokolov, who left the ministry at the end of spring, may go to Ivanov. To appoint another deputy minister, while preserving all existing ones, the Ministry of Communications will need to approve changes to its own staffing table: now the head of the ministry may have eight deputies, and these positions are occupied.

2023

Appointment as Tele2 CEO

On March 21, 2023, it became known about the appointment of Alexei Telkov as the new general director of T2 RTK Holding (provides services under the Tele2 brand, 100% owned by Rostelecom) instead of Andrei Patoka, who headed the Russian telecom operator since 2021.

Before heading Tele2 in Russia, Telkov worked for the company as deputy for technical infrastructure and information technology.

The reason for the change of the head of Tele2 in Russia has not been disclosed. As RBC writes with reference to the telecommunications market, Patoka is seriously ill and has not actually participated in the management of T2 RTK Holding over the past few months. A representative of the operator declined to comment on this information to the publication.

According to the Mobile-Review Telegram channel, citing an internal letter from Tele2, which announced new appointments, the company will create a single B2C cluster with a single management structure. It will include the B2C segment of Rostelecom, including digital product offices, the entire Tele2 group of companies, unified marketing, the Wink video service, separated into a separate legal entity, the MTT MC company and the group's regional B2C assets. The combined V2S cluster is almost 60% of the group's revenue. Anton Godovikov, senior vice president for work with the mass segment of Rostelecom, has been appointed its head, Mobile-Review notes.

The integration of such a large asset as Tele2 takes more than one year, this is a common practice, says Konstantin Ankilov, managing partner of TMT Consulting. By March 2023, Rostelecom, according to him, is moving to a new phase: the provision of a complex of services based on all available technologies - both fixed and mobile communications.[1]

Leaving the post of general director of Tele2

September 29, 2023 it became known about the departure of Alexei Telkov from the post of general director of Tele2. His successor was Anton Godovikov.[2]
