Agreement with Sitronics on the creation of software systems for EPCS NSR

Greenatom signed an agreement with Sitronics JSC, a member of Sistema AFK, on the creation of software systems that will ensure the operation of five of the nine functional subsystems of the Unified Platform for Digital Services of the Northern Sea Route (EPCS NSR). This was reported on July 7, 2022 in Greenatom.

The complexes being created will ensure the operation of digital services for managing navigation, ensuring the safety of navigation, navigation and hydrographic, hydrometeorological and ice support, and monitoring the environmental situation.

Integration of software systems created by Sitronics with other functional programs will be carried out on a single technological platform created by Greenatom JSC. This platform will ensure the unified operation of all elements of the Unified Platform for Digital Services of the Northern Sea Route in a single secure hardware and software environment.

The NSR ECP software will be fully Russian. Its operation and support do not depend on the decisions of foreign companies, and the software itself fully meets the requirements of ROSATOM State Corporation, including in terms of information security.

"Greenatom" was chosen by the developer of the EPCS NSR

The creation of the Unified Platform for Digital Services of the Northern Sea Route (EPCS NSR) was undertaken by the IT integrator Greenatom, which is part of Rosatom. This was reported on February 8, 2022 by TASS with reference to the press service of FSUE Atomflot.

According to the terms of the concluded contract, work on the creation of the EPCS NSR should be completed in the first quarter of 2024.

It is noted that the EPCS NSR will become the central element of the digital ecosystem of the Northern Sea Route. The implementation of the platform provides for the introduction of various digital services. They will create a unique opportunity to synchronize logistics operations and dispatching the fleet. The system will allow serving up to 1,500 unique users who will have access to digital services for various functional purposes. Information on navigation, hydrometeorological, ice and ecological conditions in the waters of the Northern Sea Route will be promptly provided.[1]

2021

Platform Creation Begins

In mid-December 2021, Rosatom began creating a Unified Platform for Digital Services for the Northern Sea Route (EPCS NSR), in which it is planned to invest almost 3 billion rubles.

According to TASS, citing Maxim Kulinko, director of the Rosatom NSR directorate, the state corporation has completed the development of a concept within the framework of the project, which formed the basis of the technical assignment for the development of the NSR EPCS. The design of the first stage of the platform has begun. The entire project is planned to be implemented by the second quarter of 2025.

Rosatom began to create a single platform of digital services for the Northern Sea Route for ₽3 billion

The concept provides for the integration of various digital products and databases created to ensure the safety of navigation and dispatching of the fleet in the waters of the Northern Sea Route. As noted in the NSR directorate, the platform will be designed to serve up to 1.5 thousand unique users. They will be provided with 27 digital services allocated to nine blocks in the following areas:

  • safety of navigation;
  • shipping management;
  • navigation and hydrographic support;
  • hydrometeorological support and ice conditions;
  • analytical information on the safety, efficiency of functioning and development of the NSR;
  • NSR infrastructure management;
  • information support of cargo transportation;
  • register of services and services in the NSR water area;
  • environmental monitoring of the NSR water area.

The creation of the EPCS is provided for in a single plan for the implementation of the foundations of the state policy of Russia in the Arctic, the plan for the development of the NSR infrastructure until 2035 and the initiative "Year-round Northern Sea Route," which was included in the strategy of socio-economic development of the Russian Federation until 2030.

By this time, it is planned to establish year-round navigation along the NSR. By 2024, the volume of cargo transportation along the Northern Sea Route should grow to 80 million tons, by 2030 - to 150 million tons.[2]

Project announcement

In early August 2021, it became known about the creation in Russia of a digital platform for navigation along the Northern Sea Route (NSR). Rosatom was engaged in the implementation of the project worth about 2.9 billion rubles.

As Maxim Kulinko, deputy director of the NSR directorate of the state corporation, told Vedomosti, Rosatom has prepared a concept for a unified platform for digital services (EPCS) for the Northern Sea Route. It includes the general architecture of the system, defines the main users and providers of information.

According to Kulinko, by the beginning of August 2021, Rosatom had already invested more than 50 million rubles in developing the concept and working out integration with the current systems of the state corporation. The same amount is aimed at the further development of the automated control system of the Atomflot naval operations headquarters (part of Rosatom), which will be part of the ECSC. By 2023, the first stage of the digital platform should be ready, and in 2024-2025. it will be put into commercial operation.

Within the framework of a single digital platform, it is planned to collect all types of information, in particular hydrographic data, recommended passage routes, and the location of ships. As a result, users will receive an "ice navigator" that allows you to accurately calculate the travel time. Rosatom is considering the possibility of involving several large companies, as well as scientists and developers, in the development of such a navigator.

A powerful icebreaker fleet is also being built to implement the project, since navigation in the eastern sector of the NSR in winter is currently impossible without icebreaker wiring. By 2030, it is planned to establish year-round navigation along the Northern Sea Route, by 2024 the volume of traffic on the NSR should grow from 33 million tons to 80 million tons, by 2030 - to 150 million tons.[3]
