Expansion of scales of an experiment on control of transportation of the skoroport

On July 13, 2020 in Vladivostok under the direction of Rosselkhoznadzor and Rosrybolovstvo of JSC GLONASS together with partners started the next stage of an experiment on ensuring end-to-end control of a chain by Holodova (a complex of the organizational and technology measures providing maintenance of necessary temperature condition on all to a way of the movement of loads from the producer to the consumer). Project implementation will give the chance to pass to completely automated monitoring of transportations of perishable goods and to apply risk-oriented approach to control and supervising actions at cargo transfer.

JSC GLONASS expands experiment scales on control of transportation of the skoroport

JSC GLONASS performs the general management of the project and ensures functioning of an information system of monitoring. As partners ASORPS (coordination regarding logistics), Evrosib Ltd (carrier of a perishable load) and Intellektualnye transportnye sistemy LLC (equipment manufacturer) act.

For the data collection and processing containing coordinate and time and temperature and moist parameters and also for ensuring information exchange with the Federal state information system in the field of veterinary science (a FSIS of "VETIS") according to requirements of Rosselkhoznadzor the automated system of monitoring based on GAIS "ERA-GLONASS" ("ASM ERA") is used. Application of GAIS in the project, key for ensuring food security, is a guarantee that information transferred to a FSIS to "VETIS" will not be changed or deleted. Control supervisory authorities and also the interested market participants will be provided with complete and reliable data about storage conditions and transportation of goods.

It is expected that the experiment will promote production incentive of the new equipment and optimization of the market which is already available under requirements. JSC GLONASS and Rosselkhoznadzor until the end of summer of 2020 will test the maximum quantity of proposed solutions then will select optimal at the price and quality on several routes and types of cargo. Then requirements to process of condition monitoring of perishable loads which can be fixed afterwards in regulatory legal acts will be finalized.

Earlier test transportation of a load by rail from Novosibirsk to Khabarovsk took place. Testing gave the chance to select optimal parameters for carrying out the subsequent stages of an experiment.

Further according to the results of an experiment providing services not only for control supervisory authorities, but also for the end consumer is offered. For citizens the application allowing to confirm that the product got on the shelve without violation of storage conditions and transportation will be developed. Thus, unfair suppliers and carriers of perishable products will be gradually driven out of the market.

The project will also allow to reduce the number of "manual" checks of carriers, to avoid delivery in shops of sub-standard goods and rearrangement of losses of retail for the products spoiled in transit on the end consumer. All this will totally promote reduction in cost of goods for the end consumer and also optimizes costs of all participants of a supply chain and sale of perishable loads.

"In the project, unique for Russia — in terms of scales and solvable tasks — the monitoring system of "ASM-ERA" based on GAIS "ERA-GLONASS" is used. Possibilities of GAIS allow not only to increase the level of food security of the country, but also to lower costs of carriers and retail during the transporting and storage perishable products. At the same time control supervisory authorities will be provided with the complete and not adjusted information arriving in the automatic mode" — the deputy CEO of JSC GLONASS commented on start of a new stage of an experiment of Alexander Aronov.

"By the end of summer we will already have preliminary results of an experiment: it is convinced that they will be positive. We will see how the control and measuring equipment works as information on products status is transferred to supervisory authorities. It is sure that observance of a chain by Holodova in transit and storage of perishable products will become the compulsory provision for all market participants. All will benefit from it, and, above all - the consumer who will be able to purchase guaranteed qualitative product" — Mikhail Sinev, the president of Association of the organizations of the product sector (ASORPS) told.

"The tested mechanism of end-to-end control is a part of complex technology of transportation and monitoring of quality of perishable products where the Evrosib acts as integrator of technological and technical solutions. Within formation of complex technology by Evrosib the power module which is capable to provide necessary temperature condition and monitoring of safety of quality of a load in refkonteyner for 30 days and more is created. Technical solution is directed to risk reduction regarding respect for technology. At the end of 2019 development took out the patent and will shortly pass pilot tests which results will be provided to the market" — Sergey Kondratenko, the deputy CEO for project activity and the technical policy of Evrosib of SPb-CU Ltd noted.

"In the project we implemented a flexible hardware-software complex which is built in already existing business processes of participants of the transport and logistic market. A system has a possibility of further expansion to functionality of national control for consumers - monitoring of a chain by Holodova from the producer to a counter. The project is implemented using domestic electronic and component base, the GLONASS receiver, 2/3G of the modem of development of Microelectronic Research Institute Progress, with a possibility of the conclusion of the smart contract and formation of the electronic waybill in all chain of multimodal transportations" — Zakhar Kondrashov, the chief executive of ITS LLC told.

Start of a control system of perishable products through GLONASS

On June 30, 2020 the joint-stock company GLONASS reported TAdviser that under control Rosselkhoznadzor the first transportation of a perishable load equipped with the equipment of constant control of a status and location of products within the approved Government of the Russian Federation experiment on end-to-end control of a chain by Holodova at to transportation the foodstuff requiring special conditions of transportation started. The experiment will promote ensuring food security of the population RUSSIAN FEDERATION by means of use of information systems and technologies for constant control of storage conditions and transportation of goods. For collecting and processing information containing coordinate and time and temperature and moist parameters the automated system of monitoring based on GAIS OF "ERA-GLONASS" ("ACM OF AYR") and also the equipment of the partner of JSC GLONASS on the project - Intellektualnye Transportnye Sistemy LLC is used. The first transportation will be will organized and provided by the member Associations of the organizations of the product sector (ASORPS) —Evrosib SPb- Transportnye Sistemy Ltd. Logistic the component is coordinated by central office of ASORPS.

Rosselkhoznadzor starts a control system of perishable products through GLONASS

Transportation has test character. It is tested several schemes of placement of the equipment, the mode and correctness of operation of sensors in the created schemes for the choice of optimal variants for the purpose of providing the subsequent stages of an experiment.

Within the first start the load is placed in the large-capacity refrigerator container equipped with thermal sensors, electronic seals and other necessary equipment connected to the ASM ERA system and then sent by rail from Novosibirsk to Khabarovsk. Control of a load status on all way of its following is exercised using ASM ERA providing information exchange with the Federal state information system in the field of veterinary science (a FSIS of "VETIS") according to requirements of Rosselkhoznadzor.

Project participants and regulators will be able to get access to ASM ERA and via the web interface to watch movement of vehicles or containers with perishable loads, to monitor observance of the set temperature moisture conditions. A system gives the chance to control work of vehicles on different routes; notify concerned parties at change of storage conditions and transportation of a load; analyze results of monitoring.

The experiment will last until the end of summer of 2020, with each trip it will become complicated. In the nearest future "drive" in a format of multimodal cargo transportation is planned: the transport vessel – movement by rail – automobile transportation. The start of the next stage under the direction of Rosselkhoznadzor and Rosrybolovstvo is planned for July, 2020.

In addition to JSC GLONASS, being one of key participants of a pilot project on formation of a monitoring system of cargo transportation and control over observance of temperature condition of perishable loads, Evrosib of a SPb — the Transport Systems Ltd and JSC Pozitron (for the end of June, 2020 – the selected structural division of Intellektualnye Transportnye Sistemy LLC specializing in telematic solutions) which signed the partnership agreement about participation in an experiment earlier, consent to cooperation with JSC GLONASS and participation in the next stages of an experiment were already expressed by members of ASORPS - Aurora-Logistik, Refperevozki, Dalreftrans, IPK Strazh Ltd and also Lorus company. Transport and logistic operators provide the container equipment for large-scale testing within different routes of transportation of goods using motor and railway transport. Equipment suppliers are already connected to "ASM-ERA", final settings are made. Large-scale testing of the solutions which are available in the market will allow to select the best for fixing of requirements at the state level.

JSC GLONASS reminded that end-to-end control of a chain by Holodova when transporting loads is one of priority problems of the transport and logistic industry. Project implementation will give the chance to avoid in the future total physical control of transportations of perishable goods and to pass to risk-oriented approach when holding control and supervising actions during cargo transfer.

The specified work is carried out within implementation of the Actions plan of "road map" on the formation of a system of transportation and control of perishable loads approved by order of the Government of the Russian Federation of 8/1/2019 No. MA-P9-6562. When developing the Russian monitoring system participants of an experiment rely first of all on the regulatory base, including on regulations of the Customs union.

The state pays special attention to food security of the population in this connection the Government approved the road map on formation of a system of transportation and control of perishable loads. Violations of temperature condition during the transporting and storage of "skoroport" (fish, meat, vegetables, fruit, etc.) have extremely negative effects for human health. Within the technology works which are carried out by JSC GLONASS especially important we consider a connectivity to our system of solutions of different producers and the choice of the best of them as obligatory or recommended, – Aleksandra Aronova, the deputy CEO of JSC GLONASS told.

Introduction of a system on control of a chain by continuous Holodova at the state level is a first step to establishing order in delivery of quality food. Before globally nobody was engaged in it. The main plus of a system for the shipping companies performing delivery of perishable products is that need to show a load for repeated examination to the veterinary and other controlling services vanishes. It is direct economy on the costs connected with examination of perishable loads, - the President of Association of the organizations of the product sector (ASORPS) Mikhail Sinev noted.

2019: The agreement on interaction when carrying out a pilot project on formation of a monitoring system

On December 25, 2019 the JSC GLONASS company announced participation in a meeting of Association of operators of the refrigerator rolling stock (ASORPS). Within the action the deputy CEO of JSC GLONASS Aleksandra Aronova and the President of ASORPS Mikhail Sinev signed the agreement on interaction when carrying out a pilot project on formation of a monitoring system of cargo transportation and control over observance of temperature condition of perishable loads.

JSC GLONASS and ASORPS took part in formation of the road map of a pilot project. The association expects to involve the maximum number of operators of the refrigerator rolling stock in implementation of the pilot. Earlier JSC GLONASS signed the tripartite agreement about participation in the pilot and organization of future work following the results with Evrosib of a SPb — the Transport Systems Ltd and JSC Pozitron. Partners integrated the competences, technologies and developments for collaboration in formation of a system of transportation and control of perishable loads.
