Tender rejection

The Central Customs Administration (CTU) was unable to purchase 200 computers with built-in videophones. This became known on June 21, 2022. The applications of both applicants for the state contract were found not to comply with the procurement legislation.

Explaining the rejection of applications not named in public documents of companies, the customer both times refers to a violation of the Decree of the Government of Russia of April 30, 2020 No. 616 "On the establishment of a ban on the admission of industrial goods originating from foreign countries for the purpose of procurement for state and municipal needs".... In particular, the participants were not presented with record numbers regarding their computers from the register of Russian industrial products under the Ministry of Industry and Trade.

The protocol of the tender commission with the rejection of applicants' applications was published on June 16, 2022. As of the evening of June 21, there was no data on complaints to the FAS about the actions of the customer in the tender card on the public procurement website.

Tender for purchase of PCs with Russian processors

Central Customs Administration (DTP) allowed use in its latest, PERSONAL COMPUTER the Russian processors and not the newest. This follows from the terms of reference for the supply of "hardware" in the management. to purchase This became known on June 14, 2022.

In particular, the specified clock speed of all processors is set at 1.1 GHz, which corresponds to the characteristics of Intel chips about 20 years ago.

Russian developers managed to achieve such indicators much later. In particular, Baikal Electronics announced the appearance of engineering samples of dual-core 28-nanometer MIPS-processors Baikal-T1 with a clock frequency of 1.2 GHz only in May 2015.

Based on other terms of reference, we can conclude that as of June 2022, Baikal-M and Baikal-S "Baikal Electronics," as well as "Elbrus-8S" and "Elbrus-8SV" of the ICST company correspond to the tender parameters from among the Russian chips conditionally available on the market.

For the most part, the parameters are similar to another MCST chip, the processor with the SPARC architecture is R2000. However, as ex-ICST employee Maxim Gorshenin told CNews, he does not satisfy another SOW condition - he does not support the architecture of the x86-64 command set, even in binary translation mode (which the customer literally admits if we are talking about Russian chips), like the aforementioned Elbrus-8S and Elbrus-8SV.

The fact that the state customer is not against the use of domestic processors in the purchased workstations is also indicated by other direct instructions in the SOW. In particular, it is established that the number of processor streams of the main computing module should be at least four, but "for Russian-made processors" this condition is "not required."

At the time of publication of this material, the Central Customs Administration could not comment on the procurement parameters regarding the requirements for processors.

The tender for the supply of 200 workstations (the customer periodically uses the term software and hardware complex in the documentation, PAC) DTP launched on June 3, 2022 in the format of an electronic auction. The initial maximum contract price is set at 60.9 million rubles, that is, more than 300 thousand rubles. for one PAC. It is possible that such a high price was affected by the requirement to introduce a videophone into the PC case.

Applications from applicants were accepted until the morning of June 14. Summing up is scheduled for June 16. The winner will have to put the "iron" in the Prioksky rear customs post in Kaluga within 80 calendar days from the date of conclusion of the contract.

As follows from the TA, each of the 200 complexes purchased by the DTP should include a thin client to access the resources of the Unified Automated Customs Information System (UAIS TO) and the Internet. In addition, the PAC should include a monitor, keyboard, mouse, peripheral switch and SIP videophone built into the thin client case.

A thin client must contain two compute modules. In the main one it is necessary to install a processor with at least four cores, in the additional one - at least two.

The type of RAM is not lower than the DDR3 standard. The amount of installed RAM is at least 4 GB, the capacity of the system storage is at least 16 GB for each computing module.

The built-in SIP videophone should have a handset with a built-in microphone and speaker and RJ11 connector for connecting to the base, as well as a color LCD display with a resolution of at least 1280x720 pixels.

The PC must be pre-installed, OS system ON and software for centralized management and monitoring. All programs must be included register of domestic software in the case, Ministry of Digital Science or in the register EEU[2]
