2023: Public discussion platform for projects in the field of artificial intelligence launched in Tatarstan

2022: Results of digitalization of Tatarstan

At the end of January 2023, the Ministry of Digital Development of Tatarstan presented the results of the digitalization of the region for 2022. During this 12-month period, as reported in the department, the revenue of the IT industry from sales of products in the republic increased by almost 30% - from 116 billion rubles in 2022 to 150 billion rubles.

The total investment in the development of mobile networks in Tatarstan in 2022 amounted to 1.6 billion rubles. 3.5 billion rubles were invested in new state infrastructure IT projects. The funds went, in particular, to the purchase of equipment, design, development and modernization of 26 information systems.

A single digital platform of the Republic of Tatarstan was created, which made it possible to reduce the cost of developing electronic services by four times and the implementation time - by five times. In 2020, 27 services were available electronically, and two years later - 319.

2018: Tatarstan will spend 100 million rubles on Internet of Things networks in 2018

The Internet of Things Network is a wireless technology based on LoRaWAN that allows you to transfer information from one device to another without the participation of people. It is planned to introduce such a network in eleven districts of the republic.

As the TASS Information Agency of Russia reports at the beginning of 2018 with reference to the Tatarstan government, this year Tattelecom is going to deploy Internet of Things networks in Almetyevsk, Kazan, Naberezhnye Chelny, Innopolis, Nizhnekamsk, Leninogorsk, Bugulma, Buinsk, as well as in the Aktanyshsky, Almetyevsky and Sabinsky districts.

The launch of the first test section of the Internet of Things network PJSC Tattelecom was carried out in the capital of Tatarstan in 2017. By this day, Tattelecom has over two million customers throughout the republic. The company provides its subscribers with fixed and mobile telephone communications, broadband access to the Network and connects to all types of television.

2017

The Government of the Republic of Tatarstan has developed a concept for the development of the region's digital economy. In December 2017, Roman Shaikhutdinov, Minister of Informatization and Communications of the Republic, told reporters more about this concept.

The concept consists of nine sections: "human capital," "electronic government," "electronic services," "information security," "industry," "medicine," "construction," "public administration," regulatory framework. "

According to TASS, the Russian Information Agency, the concept being developed by the working group must be approved by the President of Tatarstan.

The minister also spoke about the digitalization of the region. For example, the Committee for Archival Businesses of the region is investigating the possibilities of using blockchain. "It is planned that blockchain technologies will be used in particular when accepting and transferring mandatory copies to the archive," Shaikhutdinov said.

The government of the republic translates its services into electronic form. 240 services and services are available electronically. For 11 months of 2017, more than 106 million services were provided through the portal, payments were made in the amount of more than 14 billion rubles.


The digital economy and the creation of "smart cities" are impossible without basic infrastructure and certain developments. In Tatarstan, there are such developments. This is the penetration rate of broadband Internet access -75%, according to which the republic ranks 1st in the Volga Federal District and 3rd in the country. This is a joint pilot project with PJSC Rostelecom and PJSC Tattelecom to create an experimental zone of the fifth generation mobile communications network. This is the provision of public services in electronic form - 79.7%. This is the development of the city of high technologies Innopolis, which has already become a comfortable environment for the life and work of more than a thousand IT specialists.

As Roman Shaikhutdinov noted in June 2017, elements of "smart cities" have already been implemented in Tatarstan: unified information systems have been created in the field of education, medicine, social protection, a convenient resource for residents is functioning - the Portal of State Services of the Republic of Tatarstan. In the transport sector, a solution has been introduced for non-cash payment of travel both on a regular travel ticket and a preferential one. In the next three years, it is planned to introduce several more projects in the republic.

"The creation of"
smart cities "requires, first of all, the construction of bilateral communication by the city administration - residents, with the help of which you can take into account the needs of the population and organize smart informing of residents about important events," said the Minister of Informatization and Communications of the Republic of Tatarstan.

Comfortable accommodation of residents in "smart cities" is largely achieved due to the quality of services provided by management organizations. It is necessary to introduce a single solution for the work of specialists of the ERC and control by the population with the possibility of receiving reminders about the need to pay for payments, call technical services, including commercial ones, and compile their rating.

It is also quite problematic to hold a meeting and vote of homeowners in houses with a large number. The solution to this issue could be the possibility of submitting questions for electronic voting and taking into account the decisions made in this way.

We also need solutions that will allow us to comprehensively cover the issue of real estate transactions. For example, when buying, the service will help with the assessment of not only the property, but also the social infrastructure, when analyzing the purchasing power and demand for real estate - to take into account the social situation of the buyer and identify the risks associated with urban planning plans for the development of the territory.

An important factor in the functioning of "smart cities" is the transport infrastructure. Logistics must be optimized by implementing intelligent analytical systems. One option for more productive use of parking space could be the introduction of automated management.

When developing "smart cities" it is necessary to pay due attention to the safety of residents. Increasing the number and quality of video cameras in public spaces and public spaces will help reduce crime.

In a "smart city" it is important to effectively use energy resources - for example, replacing ordinary lamps with LED light sources with motion sensors contributes to significant savings in electricity.

"Smart City" must also provide conditions for recycling and recycling of waste. Preventive measures are needed: tracking the state of air, water and soil with specialized sensors, using digital channels to inform the population about the state of the environment.

Roman Shaikhutdinov proposed using Kazan, Naberezhnye Chelny, Almetyevsk and Zelenodolsk as pilot cities to introduce smart city components, since they have good experience in implementing pilot projects, the optimal number of residents and developed ICT infrastructure.

Electronic Tatarstan

2011

On March 28, 2011, it became known that Tataria in 2011 will allocate 200 million rubles for the implementation of the Electronic Tatarstan program - at the level of 2010, the Minister of Informatization and Communications of the Republic Nikolai Nikiforov[2].

A similar program for 2011-2013 is being developed. The volume of investments for the implementation of this program N. Nikiforov has not yet named. Currently, the amount of funding for IT events for the 2013 Universiade in Kazan is being specified (earlier it was reported that the federal budget will allocate 4 billion rubles for information technologies for the Universiade in Kazan). 2008-2010

The Republic completed the implementation of the program "Electronic Tatarstan" for 2008-2010. Investments in the implementation of the program "Electronic Tatarstan" in 2008-2010 were determined in the amount of 2.671 billion rubles, including 2.260 billion rubles from the budget of Tatarstan, 411.1 million rubles from the budget of the Russian Federation. As a result of the implementation of the program, public services in the republic are carried out in electronic form. In particular, in health care, ICT is widely used in the activities of doctors and medical institutions, an "electronic health passport" and an integrated health management system have been created; effective solution of the tasks of social protection of the population through the creation and development of ICT infrastructure; the implementation of organizational and technical measures aimed at ensuring the information security of the republic, etc.
