In Tatarstan, the introduction and scaling of intelligent transport systems continues. According to Kommersant, in 2022 the revenue of Tatarstan IT companies amounted to ₽157 billion. These indicators indicate a high level of development of the IT industry in the republic, despite external economic restrictions.
According to Airat Khairullin, the increase in sales of domestic equipment and software is due to the geopolitical situation and restrictions on the import of foreign technologies. This made it possible for IT companies in the region to occupy vacant niches in the Russian market, including video conferencing systems and cloud solutions. "The markets were voluntarily given to us, and we must use it," the minister said.
In total, 3.29 thousand companies worked in the IT market of Tatarstan in 2023, which is 4.3% more than in 2022. The growth in the number of enterprises underscores the active development of the industry, and export orientation helps companies increase revenues and conclude contracts with international partners. The minister also added that the growth rate of the IT industry in Tatarstan exceeds the average economic indicators in the region, which is associated with the high competitiveness of the sector.[4]

The digital economy and the creation of "smart cities" are impossible without basic infrastructure and certain developments. In Tatarstan, there are such developments. Comfortable accommodation of residents in "smart cities" is largely achieved due to the quality of services provided by management organizations. It is necessary to introduce a single solution for the work of specialists of the ERC and control by the population with the possibility of receiving reminders about the need to pay for payments, call technical services, including commercial ones, and compile their rating.
It is also quite problematic to hold a meeting and vote of homeowners in houses with a large number. The solution to this issue could be the possibility of submitting questions for electronic voting and taking into account the decisions made in this way.
We also need solutions that will allow us to comprehensively cover the issue of real estate transactions. For example, when buying, the service will help with the assessment of not only the property, but also the social infrastructure, when analyzing the purchasing power and demand for real estate - to take into account the social situation of the buyer and identify the risks associated with urban planning plans for the development of the territory.
An important factor in the functioning of "smart cities" is the transport infrastructure. Logistics must be optimized by implementing intelligent analytical systems. One option for more productive use of parking space could be the introduction of automated management.
When developing "smart cities" it is necessary to pay due attention to the safety of residents. Increasing the number and quality of video cameras in public spaces and public spaces will help reduce crime.
In a "smart city" it is important to effectively use energy resources - for example, replacing ordinary lamps with LED light sources with motion sensors contributes to significant savings in electricity.
"Smart City" must also provide conditions for recycling and recycling of waste. Preventive measures are needed: tracking the state of air, water and soil with specialized sensors, using digital channels to inform the population about the state of the environment.
Roman Shaikhutdinov proposed using Kazan, Naberezhnye Chelny, Almetyevsk and Zelenodolsk as pilot cities to introduce smart city components, since they have good experience in implementing pilot projects, the optimal number of residents and developed ICT infrastructure.
