2025: Transition of 18 ministries, 19 executive authorities and 45 municipal authorities of Tatarstan to Astra Linux OS

The Ministry of Digital Development of Tatarstan has completed the transfer of more than 150 thousand computers in state bodies of the republic to the domestic operating system Astra Linux. This was announced on February 4, 2025 by the Minister of Digital Development of Public Administration, Information Technologies and Communications of Tatarstan Airat Khairullin.

According to RBC, 18 ministries, 19 executive bodies with subordinate organizations and 45 municipal self-government bodies have been transferred to the Russian operating system. The migration process started in December 2023 with technical support from ICL.

General Director of ICL Services Ruslan Vagizov points out that the transfer of government agencies to Astra Linux is the first stage of a large-scale digital transformation project. The second stage provides for the introduction of a single workplace standard.

The third stage of the project will be devoted to the centralization of workplace management mechanisms. Complete completion of all work is scheduled for the end of 2025.

In addition to the operating system, civil servants of the republic will use the Russian suite of office applications LibreOffice, the domestic mail system and the APM GA messenger. Financing for the purchase of licenses was carried out from the budget of Tatarstan.

Minister Airat Khairullin emphasizes that in 2025 it is planned to complete the transition of jobs in authorities to domestic office software. The information systems of the republic will also be adapted to Russian operating systems.

Tatarstan was one of the first regions of Russia to fully complete the transition of state bodies to the domestic operating system. This experience can be used by other subjects of the country in the implementation of similar digital transformation projects.[1]

Transfer of 97% of Tatarstan public sector computers to the Russian Astra Linux OS

On October 30, 2024, it became known that a large-scale project to transfer state institutions to domestic software was being completed in Tatarstan - 97% of jobs in the republic's authorities were transferred to the Astra Linux operating system.

According to TASS, 122 thousand out of 150 thousand jobs were transferred to the Russian operating system in the budgetary institutions of the republic, which is 81% of the total. The full completion of the transition process is scheduled by the end of 2024.

Deputy Minister of Digital Development of Public Administration, Information Technologies and Communications of Tatarstan Albert Yakovlev stressed that the introduction of domestic software is an important element of information security and improving the reliability of the republic's IT infrastructure. Tatarstan demonstrates one of the highest indicators in terms of the pace of implementation of domestic IT solutions among the regions of Russia.

The decision to acquire an unlimited license for the Astra Linux operating system for all authorities and budgetary institutions of Tatarstan was made by the leadership of the republic in 2023. Special funding was allocated for the implementation of the project.

As part of the program for the transition to domestic software, a large-scale training of employees is carried out to work with the new operating system. To date, about 35 thousand public sector specialists have undergone appropriate training.

The developer of the operating system is the Astra group of companies - one of the leading players in the Russian system software market. The group includes several independent domestic development companies: Astra Linux, Uveon - Cloud Technologies, RuBackup, RuPost, Tantor Labs and Resolut[2]

Tatarstan transferred 72% of jobs in government agencies to Astra Linux OS

As of April 1, 2024, Tatarstan transferred 72% of jobs in authorities and budgetary institutions to the Russian operating system Astra Linux. Thus, this platform is used on approximately 108 thousand computers in government organizations. The corresponding data are given in the materials published on May 8, 2024.

In September 2023, the Republic of Tatarstan signed an agreement with Astra Group of Companies on the transfer of all jobs in government bodies to Astra Linux OS. We are talking about about 150 thousand computers. As part of a comprehensive import substitution program, Russian office applications are also being implemented. The project is being implemented by ICL Services together with the Ministry of Digital Development and the Center for Digital Transformation of the Republic of Tatarstan.

Tatarstan transferred 72% of jobs to Astra Linux

According to the director of ICL Services Ruslan Vagizov, by April 1, 2024, the bulk of the system preparatory tasks has been completed. By the end of this year, it is planned to transfer all 150 thousand jobs of local government agencies to Astra Linux. In particular, by September 1, 2024, the domestic OS will be installed on the computers of all schools in Tatarstan. The project development plans until the end of 2025 include import substitution of foreign office packages, the introduction of a catalog service for Linux to manage the organization's computer fleet, as well as the installation of software for administering workplaces.

Vagizov also emphasizes that the introduction of domestic software instead of foreign software is fraught with certain difficulties, but they manage to cope with them. In the future, it is planned to scale the project to other Russian territories. As of spring 2024, the corresponding opportunity is being discussed with Kaliningrad and the Ural region.[3]
