The administration of the Kirov region manages public procurements

Since January 1, 2012 in the Kirov region the uniform electronic cycle of purchase management of state, budget, autonomous institutions and also regional executive authorities according to the basic principles of the Federal Purchasing System (FPS) taking into account provisions of the Program of the Government of the Russian Federation for increase in efficiency of budgeted expenses until 2012 is implemented. The software package of WEB-Torgi-KS of Keysystems company integrated with the regional system of budget implementation "Budget-CS", the Official website of the Russian Federation of the Russian Federation for placement of information on order placement (OOS) and Sberbank-AST (Sberbank-AST ETP) electronic marketplace became the key block in implementation of a uniform cycle of management of regional purchases.

Result

The complete solution allowed to provide the legal importance of each procurement procedure by means of application of the electronic signature and also to adjust strict control of expenditure of budgetary funds at all stages of a purchasing cycle within CSF:

• planning of the state order according to the approved budgetary appropriations for 3 years;
• planning of procedures of order placement for a year;
• justification and control of the starting prices and other keyword parameters of the public and municipal contracts (taking into account provisions 79-FZ);
• preliminary control of budgeted expenses;
• placement of the state order;
• performance of government contracts;
• monitoring of public contracts and accounting of contract results.

Features of project implementation

The main feature of the project - unique structure of the organization of a system of public procurements in the Kirov region. The most part of the state order is centralized at the level of Authorized body - Department of public procurements of the Kirov region according to the regional range of goods (works, services). Functions of the state customer of most state organizations are transferred to the main managers of budgetary funds (MMBF), and the cash expense is made by state organizations independently. At the same time it was required to construct effective schedule system of the state needs of the Kirov region according to the approved budgetary appropriations and also monitoring and control of degree of their satisfaction in value, quantitative and high-quality term in the automatic mode.

As a result of the carried-out works on implementation and adaptation of WEB-Torgi-KS PC by specialists of Keysystems such scheme of electronic interaction of public institutions with GRBS, Department of public procurements and Finance department of the Kirov region which allowed to simplify and automate as much as possible processes of each stage of a uniform purchasing cycle was offered, having reduced at the same time labor input of processes of control of purchases.

Integration with the system of budget implementation "Budget-CS"

Integration with an automated system of budget implementation of "Budget-CS" allowed to exclude completely influence of a human factor at verification by Finance department of the Kirov region of purchase plans and requests for placement of the state order for security with limits of budget commitments and budgetary appropriations by means of carrying out automatic kontroly. And reservation of budgetary funds at a stage of formation of the request for order placement guarantees their existence when financing public contracts without the need for carrying out labor-intensive shiftings under the articles of budget classification.

Integration with the Official website of the Russian Federation

Integration of an automated system with OOS allowed to provide decrease in labor costs of customers and Authorized body on formation of notifications, documentation and their placement on OOS with respect for the principle of single data entry. The mechanism of automatic loading of data about placed on OOS protocols allowing to concentrate data according to the results of holding procurement procedures in the single database of a software package of WEB-Torgi-KS is also fixed. The automated data exchange about the conclusion (change) of contracts, their execution and termination between WEB-Torgi-KS and OOS allowed to interconnect processes of maintaining the register of contracts and carrying out a cash expense under contracts in the system of budget implementation of the Kirov region, having provided as a result a possibility of monitoring and control of satisfaction of the planned state needs.

Integration with Sberbank-AST ETP

For the purpose of decrease in labor costs of Authorized body on formation and placement of protocols of consideration of requests and summing up a public electronic auction the integration mechanism with Sberbank-AST ETP is implemented. The possibility of the automated acceptance from the platform of data on the first and second parts of applications for participation in an electronic auction, formations of protocols in the system of WEB-Torgi-KS and their sending to the platform for further placement according to the principle of single data entry is provided.

The innovation mechanism of reporting

The mechanism of formation of the uniform analytical reporting on the basis of the data which are contained in geographically distributed databases of the Budget-CS and WEB-Torgi-KS complexes that allows to monitor in real time execution of the state needs at all stages of a purchasing cycle thereby became the innovative solution within project implementation increasing efficiency of control in the field of public procurements.

Uniform regional portal of public procurements

High degree of transparency of the state order is provided by means of functioning of the uniform portal of public procurements of the Kirov region which allows potential suppliers to receive more quickly data on the planned and carried out purchases and also the signed contracts and results of their execution.

The expected social and economic effect

Practical application of the complete solution on creation of a uniform electronic purchasing cycle in the Kirov region should lead to achievement of considerable social and economic effect:

• quality improvement of ensuring state needs;
• increase in efficiency of expenditure of budgetary funds;
• increase in transparency of expenditure of budgetary funds;
• decrease in labor costs on ensuring interaction of subjects of the sphere of ensuring the state needs.
