Guselnikov Andrey Mikhaylovich

The order about Andrey Guselnikov's appointment the Deputy Minister of Health and social development of Russia in February, 2012 was signed by the Prime Minister Vladimir Putin. Together with it the minister Tatyana Golikova had six deputies now.

The new deputy appeared at Golikova according to the instruction of the government commission on information technology implementation. At a meeting on December 20, 2011 the commission directed Golikova to find the candidate for this position who would provide the management and the organization of work of department for implementation of the powers in the field of IT.

At the same meeting the commission pointed to possible risks of failure of implementation of a single state information system in the field of health care (Uniform State Health Information System) in 2012 to the Ministry of Health charged to develop and approve the schedule of putting into operation of federal and regional segments Uniform State Health Information System, and to publish results of monitoring of their creation in the Internet.

The deputy minister Andrey Guselnikov who is responsible for informatization of the Ministry of Health wrote the resignation letter in May, 2012. He told about this CNews. Guselnikov connects the solution with reorganization of the ministry.

Education

In 1996 he graduated from the Stavropol state university.

Career

Till 2004 Guselnikov worked in the company Budget and Financial Technologies (BFT) which is engaged in development and deployment of software for the financial sector. After the CEO of this company Alexey Popov passed to a position of the deputy head of the Federal Treasury (FT), Andrey Guselnikov followed it and since 2005 was given appointment to the post of the head of department of IT systems.

In 2010 Guselnikov left treasury and got a job in Bank Soft Systems company (BSS) (before it Alexey Popov also headed) where worked as the director of business process management. In 2011 the FC was left also by Popov – he was appointed to the position of the director of IT department of the Government of the Russian Federation.

The former colleagues in a conversation with CNews positively spoke of results of activity of Guselnikov and Popov in Federal Treasury: "Guselnikov gathered a highly professional team which with assistance of Alexey Popov supervising informatization achieved good results"^[1]. Implementation of an automated system (AS FK) allowed treasury to cut down the staff on 2.5 thousand people or 5% of the total number of employees, Popov's successor Sergey Guralnikov told in November, 2011 on CNews FORUM 2011.

In February - October, 2012 Guselnikov worked as the Deputy Minister of Health and supervised informatization. Then passed into UEC where held a post of the adviser to the president (Alexey Popov).

In October, 2015 it was invited in BFT company to a position of the head of the production center "Budget Accounting". Since March, 2016 is a chief executive of BFT and coordinates work of all production and resource centers of the company.
